On July 19-20, the Market Supervision Department of the State Post Bureau held an on-site exchange promotion meeting on standardization construction of express outlets in Yinchuan, Ningxia. The meeting introduced the current situation and existing problems of standardization construction of express outlets in China, listened to the reports of standardization work of postal administrations and express delivery enterprises in some provinces (autonomous regions and municipalities), and made arrangements for the next step.

The meeting pointed out that in order to further promote the standardization of express outlets, the State Post Bureau issued the industry standard "Basic Requirements for the Design of Express Business Places" in 2015. With the active promotion of local postal administrations and major enterprises, the standardization of express outlets in China has achieved remarkable results-by the first half of this year, the standardization rate of urban outlets of major express delivery enterprises has reached 69%, which has played an important role in enhancing corporate image and promoting industry transformation.

For the next step, the meeting stressed that, first, we should attach great importance to and fully understand the significance of network standardization construction. The standardization level of outlets is an important part of modern postal industry, a concrete embodiment of the transformation and upgrading of express delivery industry, and a prominent feature of modern service industry. Second, government and enterprises should work together to speed up the standardization of express outlets. Express delivery enterprises are the main body of standardization construction of outlets. Corporate headquarters should improve the management system of grassroots outlets, and grassroots outlets should pay attention to the implementation of standards and norms. Postal administrations at all levels should actively supervise and ensure that all standards are effectively implemented. Third, we should make overall plans to promote and do a solid job in the standardization construction of outlets. It is necessary to closely combine the standardization of outlets with the standardization and security of services. Fourth, we must focus on the long-term and effectively guarantee the viability of express delivery outlets. This is the most important guarantee for the standardization of outlets and the key factor for the stable development of enterprises.

During the meeting, delegates visited SF Express Logistics Park, Shentong Distribution Center, E-commerce Experience Hall, SF Express, Zhongtong and other enterprise standardization outlets and express convenience service stations. In the modern distribution center, monitoring, fire fighting and other equipment are fully equipped, and the express mail is neatly placed; In the standardized express outlets, the "three systems" sign is placed in a prominent position, and it is forbidden to post the catalogue on both sides of the wall; At the express convenience service station, residents can enjoy unified receiving and sending services. In Shizuishan City, where standardization work is also solidly carried out, all major brand enterprises have settled in Pingluo County Express Logistics Park to realize centralized sorting, centralized delivery and centralized security inspection; Pingluo E-commerce Public Service Center has sold 65,000 orders since its opening; Zhongse Oriental Express Service Convenience Store can receive and send 300 ~ 400 express mails for residents every day; In Shizuishan Youte O2O E-commerce Express Experience Hall, the average online sales volume reaches more than 200 orders per day, and citizens can also buy them on the spot. While visiting, studying and communicating, the delegates said that the party group of the National Bureau has identified seven practical things closer to people’s livelihood this year, demanding a steady improvement in the service level of express delivery at the end and starting the construction of the "express delivery into the area" project. In all the tasks of "express delivery into the area", the standardization of express delivery outlets is one of the most important basic tasks. In the future, we will further implement the deployment and promotion of Ningxia experience by the National Bureau, and push the standardization construction of express outlets to a new level.

The meeting also called for further promoting the implementation of the real-name receiving and sending information pilot work.

At the meeting, Ningxia Bureau made a report on the experience of standardization construction of express outlets.
