Following June 28th, on July 12th, General Secretary of the Supreme Leader made important instructions on further improving flood control and disaster relief work, emphasizing "doing our utmost to ensure the safety of people’s lives and property".
People first, life first! In the face of the menacing flood, at the foot is the dam that protects life, and behind it is the home on which to live. Holding the dam will hold the life and the future, which is the concentrated embodiment of adhering to the concept of people first.
Adhere to the people first, to ensure the safety of people’s lives and property, we must compact the responsibilities of party committees and governments at all levels, and implement them in all aspects of work, such as monitoring and early warning, consultation and judgment, command and dispatch, inspection and defense, mass transfer, and emergency rescue.
Leading cadres at all levels should go deep into the front line and command from the front, especially pay attention to the responsibilities and measures of frontline personnel at the county, township and village levels. For some rivers and lakes in the middle and lower reaches of the Yangtze River that are in danger, it is especially necessary to urge local governments to strengthen dike inspection and defense, effectively ensure full coverage of dike inspection and no dead ends, and focus on strengthening the weak links such as dangerous sections, historical danger points and dike-crossing buildings, and arrange special personnel to guard them.
Adhere to the people first and ensure the safety of people’s lives and property, and pay close attention to the weak links in flood control and disaster relief. Among the "three major risks" of exceeding the standard flood, reservoir accident and mountain torrents, while keeping a close eye on the floods in major rivers, mountain torrents, which caused the largest number of deaths in floods, also need to be taken as the defense focus, strengthen the investigation of hidden dangers, strengthen the release of monitoring and early warning information, and strive for precious time for the timely transfer of the masses. Compared with large rivers, the flood control standards of small and medium-sized rivers are low, and they lack the preparation to deal with excessive floods. In flood control work, we should not only grasp the "big" but also prevent the "small". We should strengthen defensive inspections, hydrological monitoring and flood forecasting, and strengthen the management of small and medium-sized rivers to prevent the "small dike disaster". We should see that after years of efforts, China’s flood control and disaster reduction capabilities have been significantly improved, but we still need to go all out to ensure that we do not leak blind spots and leave hidden dangers.
With the arrival of the key stage of flood control in the traditional sense, the rainy season in the north is about to start. There has been no flood in the north for many years, and the awareness of flood control and engineering ability are relatively weak. It is even more necessary to intensify efforts in monitoring, forecasting and early warning, scientific dispatching of hydraulic projects, inspection of related dike reservoirs, and investigation and rectification of hidden dangers, and do a good job in preparing for flood prevention, flood resistance, major risks grabbing and disaster rescue, so as to effectively protect people’s lives and property.
