It costs 6000 yuan to turn on the air conditioner for 5 hours, and the sky-high air conditioner fee?

In the hot summer, dozens of children are preparing to carry out summer camp activities. However, it was only at the sultry activity site that I realized that the building didn’t have air conditioning on weekends, and it would cost 1,200 yuan per hour to open it alone, which was not included in the venue fee.

The activity lasted for 5 hours, and Ms. Hu, the organizer, had no choice but to pay 6,000 yuan, which was collected by the building property. After the event, her company complained to the property owner and the lessor of the venue to various departments: "The cost is too scary, it is simply sky-high, and the venue has not fulfilled its obligation to inform in advance."

Is it "sky-high price" to charge 6000 yuan for 5 hours? The person in charge of the payee said that its central air conditioner can’t be variable frequency, and it will start once the whole building is used.

Complainant/5 hours charge 6000 yuan. This is a lion’s mouth.

Ms. Hu works for an English training company named "Caiyue Fish". On July 28th, her company signed an agreement with Chengdu Wokejia Information Technology Co., Ltd. to rent the company’s site, namely the 17th floor of Building 10 of Tianfu New Valley in High-tech Zone, for activities.

On the morning of July 28th, Ms. Hu came to the activity site with dozens of children and dozens of foreign college students, and found that there was no air conditioner in the venue, so she asked Walker to turn on the air conditioner, but she was rejected. Ms. Hu introduced that she was told that the air conditioning fee should be calculated separately, 1,200 yuan an hour. "The staff of our company and its theory indicate that (air conditioning fee) is not included in the venue fee, and blame our company for not asking."

Considering the safety of the children and the fact that the activity can’t be dissolved temporarily, Ms. Hu had to compromise. She signed her name on an "application form", which said, "It’s five hours in all, and the total cost is 6,000 yuan". The payee is the building property owner, Tianfu New Valley Property Management Co., Ltd..

After the event, Ms. Hu’s company complained to several departments about Tianfu Xingu Property Management Co., Ltd. and Chengdu Wokejia Information Technology Co., Ltd. Ms. Hu believes that the former charges are too high, "it is simply a sky-high price, and the lion has to compromise"; The latter did not fulfill the obligation to inform and clarify the air conditioning fee in advance.

The venue/air conditioning is usually closed on weekends, and neither party mentioned this issue when signing the contract.

On the afternoon of July 30, the reporter contacted Ms. Chen, the relevant person in charge of Chengdu Wokejia Information Technology Co., Ltd.. "1,200 yuan an hour, we also feel expensive, and we can’t choose to open it on weekends. The property said that once the central air conditioning is turned on, the whole building will start." According to Ms. Chen, according to the regulations of the park, the central air-conditioning of Building 10 in Tianfu New Valley is normally turned on only from Monday to Friday, and it is usually closed on weekends. If it is to be turned on separately, it is necessary to pay the air-conditioning fee separately.

Ms. Chen introduced that her company often rents out the venue to other companies to engage in activities. "Some bosses have money and feel that thousands of dollars doesn’t matter. Some people think it is too expensive and simply don’t open it. We will provide several electric fans to cool down." Ms. Chen said that when "Cai Yue Yu" came to hold activities, her company also provided several electric fans, which have been considered for the children as much as possible.

Regarding Ms. Hu’s complaint, her company did not fulfill the obligation to inform and clarify the air-conditioning fee in advance. Ms. Chen said that because Ms. Hu is an old customer of her company, she did not ask about the air-conditioning, and Ms. Hu did not raise it. It was not mentioned in the contract between the two parties. "We didn’t say it on either side."

In this regard, Ms. Hu said that the cooperation between the two parties was in October last year. At that time, there was no problem of turning on the air conditioner. Because of the experience of cooperation, the two parties did not clearly specify in the contract that the participants were a group of children.

Once the property owner/central air conditioner is turned on, the whole building will start.

On the afternoon of July 31, the reporter contacted the relevant person in charge of Tianfu Xingu Property Management Co., Ltd. "First of all, it’s not hard to buy and sell. She (Ms. Hu) was also willing when she applied, and later she went to complain and asked for a refund. Secondly, there are no arbitrary charges, and we have detailed energy consumption calculations. " The person in charge said that she could not understand Ms. Hu’s move, because the activities organized by Ms. Hu actually used air conditioning, "energy consumption has gone out", so she did not return the money to Ms. Hu.

The person in charge said that in the property service contract signed between the property and the enterprises in the park, the original text stated that "the central air conditioning is not open on national statutory holidays and rest days (Saturdays and Sundays)". If there is a need, it needs to be communicated in advance and can be used after handling relevant procedures. "In this incident, after the customer went through the relevant procedures, we provided services as required."

Why do you charge 6000 yuan for five hours? The person in charge said that its central air conditioner is not a variable frequency air conditioner, and it will start once the whole building is opened, so the energy consumption is high.

  Expert opinion

Both parties should have made an agreement in advance.

Is it reasonable to charge 6000 yuan for running central air conditioning for 5 hours? A senior industry insider told reporters that it is normal for a large office building that usually uses central air conditioners of "screw machine" and "centrifuge" types to spend thousands of yuan an hour. "Usually it is three-stage frequency conversion. If a company turns on, at least one third of the total power of the central air conditioner should be turned on. If several companies open together and reach or exceed one-third of the total power, it will consume two-thirds of the power. "

Yang Yifan, deputy secretary-general of China Refrigeration Society, said that there are different types of central air conditioners, and some of them have to be turned on all the time, so the power consumption is very high, while the power consumption with frequency conversion function is relatively small. It is necessary to check the area of the building and the power of the central air conditioner on the spot. "You can’t make a judgment until you arrive at the scene." However, Yang Yifan believes that the two sides should have reached an agreement in advance.

  Lawyer’s perspective

The site has the obligation to inform the lessee of the air conditioning problem in advance.

Regarding the legal issues involved in this case, lawyers Zhang Shouyao of Sichuan Youtong Law Firm and Wang Dongju of Sichuan Xihang Law Firm all believe that the site has the obligation to inform the lessee of the air-conditioning problem in advance.

Lawyer Zhang Shouyao believes that there is a legal relationship between English companies and the venue. Although the two parties have not agreed on the sharing of the air-conditioning cost of the leased site in the contract, if the contract signed by both parties makes it clear that the leased site is engaged in group activities, and the participants of the activities are mainly minors, in view of the hot summer season, the lack of air-conditioning will inevitably lead to the failure of the lessee’s purpose of leasing.

Therefore, in addition to providing venues, we should ensure that the rented venues are air-conditioned and suitable for many minors to carry out indoor activities. If there is no explicit agreement in the contract, it shall be deemed as the contractual incidental obligation of the lessor. Including the lessor, did not inform the lessee of the air-conditioning problem in advance, which shows that the lessor itself is at fault. In this case, as a collateral obligation, the lessor should be the responsible party.

Lawyer Wang Dongju believes that if the venue is used for a long time, it should be clear about the situation and have the obligation to truthfully inform the organizer when providing the venue. Lawyer Wang Dongju, the property owner, believes that when the lessee’s request to turn on the air conditioner was rejected, the property owner clearly told him that if he wanted to turn on the air conditioner separately, he would continue to ask for the air conditioner. Under this premise, there is no big problem for the property management to charge the fee.

In the first quarter, the total import and export value of goods trade was 9.89 trillion, and China’s export data attracted international public opinion!

[Accompanied by Global Times reporter Yang Shasha, Ni Hao, Chen Zishuai and Zhang Hong] "As the core of China’s economy, the export engine has recovered sharply, breaking expectations and boosting people’s hopes that the China government will achieve its growth target this year." The Financial Times commented on the import and export data released by the General Administration of Customs of China on the 13th. The data shows that China’s economy showed a good recovery trend in the first quarter. The total import and export value of goods trade in the first quarter was 9.89 trillion yuan, a year-on-year increase of 4.8%. Reuters quoted experts as saying that China’s export growth soared in March, which was "a surprise" for the market. Global Times reporters interviewed foreign trade enterprises in Zhejiang, Jiangsu and other places and learned that many enterprises have "exploded orders" for export, and these enterprises are full of confidence in the annual export.

"New Three Kinds" Pulls Up Export Growth Rate

According to customs statistics, the total import and export value of China’s goods trade in the first quarter was 9.89 trillion yuan, a year-on-year increase of 4.8%. Among them, exports reached 5.65 trillion yuan, up 8.4% year-on-year. Imports were 4.24 trillion yuan, a year-on-year increase of 0.2%. Lv Daliang, spokesman of the General Administration of Customs and director of the Statistics and Analysis Department, said on the 13th that in January this year, due to the Spring Festival holiday, imports and exports fell by 7%. From negative to positive in February, it increased by 8% in that month, and the year-on-year growth rate increased to 15.5% in March, showing a positive trend month by month. The overall growth in the first quarter was 4.8%, 2.6 percentage points higher than that in the fourth quarter of last year. Lu Daliang concluded that China’s foreign trade import and export showed strong resilience in the first quarter, and the start was stable and positive, which laid the foundation for the realization of foreign trade stability and quality improvement throughout the year.

"China’s exports rebounded sharply," The Wall Street Journal reported on the 13th. According to the data of the General Administration of Customs of China on Thursday, China’s exports increased sharply in March compared with the same period of last year, reversing the decline in the first two months of 2023 and ending the continuous decline since last October. China’s exports rebounded sharply in March, an accident that reflected the growth of demand in Asia and Europe and the improvement of supply chain conditions.

Regionally, ASEAN remained China’s largest trading partner in the first quarter. Data show that the import and export between China and ASEAN in the first quarter was 1.56 trillion yuan, up 16.1% year-on-year. In the same period, China’s import and export to countries along the Belt and Road increased by 16.8%, accounting for 34.6% of the total import and export value.

In terms of products, exports of mechanical and electrical products and labor-intensive products both increased. Among them, in the first quarter, the total export of "new three products" of electric manned vehicles, lithium batteries and solar cells increased by 66.9%, with a year-on-year increase of more than 100 billion yuan, which increased the overall export growth rate by 2 percentage points, further enhancing the pulling force compared with last year.

"China’s export growth soared in March, which surprised the market." Zhang Zhiwei, chief economist of Pinpoint Asset Management Company, was quoted by the South China Morning Post on 13th as saying that analysts had unanimously expected that China’s exports would maintain negative growth in March. Bloomberg reported on the 13th that with the recovery of factory supply, March witnessed the first increase of China’s exports in six months. Lin Ziqiong, a Greater China economist at Societe Generale, told Bloomberg that the latest data showed that the slowdown in external demand was not as worrying as previously thought.

"The order has been placed for three months."

In terms of foreign trade export in the first quarter, Lu Daliang said that private enterprises have been the main force of China’s foreign trade development for four consecutive years. In 2022, the proportion of private enterprises in China’s total import and export value reached 50.9%, and the annual proportion exceeded half for the first time. In the first quarter of this year, the foreign trade of private enterprises continued to maintain a rapid growth trend, with import and export of 5.18 trillion yuan, accounting for 52.4%.

In Hangji, Yangzhou, the "toothbrush capital" of China, "orders are too busy". Tu Xinning, head of Jiangsu Costco Commodity Co., Ltd., told the Global Times that since the beginning of this year, Costco’s orders have surged, reaching 20 million yuan, and the products are very popular overseas. The orders have been placed for three months and have been sent to East Asia, Southeast Asia, Europe, America and the Middle East. "After the test of the epidemic, consumers have a new understanding of oral care and the frequency of changing toothbrushes has increased." Tu Xinning told reporters that the global demand for toothbrushes has grown steadily due to the multiple positive effects such as the recovery of tourism in Southeast Asia.

Zhao Ke, director of Mavericks electric market, told the Global Times reporter that the company has explored overseas markets through operating mode and localization of marketing channels. At present, Mavericks Electric has covered 52 overseas countries and regions through 53 dealers, and has more than 180 flagship stores and specialty stores and more than 1,100 authorized dealers overseas, successfully expanding e-commerce platforms such as Amazon and entering consumer electronics stores in Europe and the United States.

Huang Changchao, president of Yiwu stationery industry association, Zhejiang Province, said in an interview with Global Times on the 13th that according to his understanding, for those China cultural and creative enterprises with old product styles, foreign trade orders did not usher in "explosive growth after the epidemic" as some people expected, with fewer orders and more and more sales. However, the sales of trendy cultural and creative products such as DIY are relatively hot.

The head of the International Trade Department of Baixiang Food told the Global Times reporter on the 13th that in the context of the global economic slowdown, the rise in interest rates in the US dollar, the conflict between Russia and Ukraine, and the increase in sea freight rates have led to a decline in consumers’ income, which has a certain impact on their spending power. However, the overseas business of Baixiang Food has continued to grow. First, the country has given a lot of support to enterprises going to sea. Second, it has cooperated deeply with distributors through various channels to enhance brand influence.

Harris, CEO of Ningbo New Oriental Industry & Trade Co., Ltd. said that some public opinions used the industrial chain transfer and empty containers at the wharf to render China’s foreign trade recession, which was one-sided and could not represent China’s foreign trade as a whole. He believes that differentiation has become the key word of China’s foreign trade export at present, and labor-intensive and substitutable industries are under great pressure, but some industries with high technology content and reflecting the high-quality development of China’s foreign trade are still growing rapidly.

High-quality development

Lv Daliang said that the current high global inflation and weak external demand brought by the growth of major economies have had a direct impact on China’s foreign trade. At the same time, risks such as protectionism and geopolitics have further increased the instability, uncertainty and unpredictability of the global economy, and China’s foreign trade development will face greater difficulties and challenges. However, we must see that China’s economy is strong in resilience, great in potential and full of vitality, and its long-term positive fundamentals remain unchanged. I believe that with the continuous overall improvement of China’s economic operation, the positive momentum of foreign trade is expected to continue further.

Huang Changchao recently returned from an inspection tour in Indonesia. "We visited Indonesia’s wholesale markets and large shopping malls. After three years of epidemic, the Indonesian market has also undergone some changes." Huang Changchao said that generally speaking, Indonesia’s wholesale market sells traditional stationery products, and the products are on the low end, while large shopping malls sell relatively high-end cultural and creative products. "It is generally felt that the value and quality of Indonesia’s low-end products are rising, so we just said that we must work hard on the products, otherwise we will not be able to open the Southeast Asian market."

With regard to the follow-up trend of China’s foreign trade, Chen Fengying, former director and researcher of the Institute of World Economics of China Institute of Contemporary International Relations, told the Global Times reporter on the 13th that the low growth of the world economy led to a decline in purchasing power, which was a great risk for trade activities, but it was an opportunity for China. First, China’s goods are cheap and good, and their popularity will be enhanced; Second, in terms of digital trade, China is fully capable of occupying the middle and lower markets.

CNBC quoted Goldman Sachs analysts as predicting that China’s economy will grow by 6% this year, which may be higher than the government’s target of around 5%, supported by strong import and export data.

Lian Ping, chief economist of Zhixin Investment, said in an interview with the Global Times reporter that from the import and export data in the first quarter, this year’s exports may have a small positive contribution to the economy. If consumption picks up and investment continues to grow, the GDP growth rate is expected to be a little higher this year. "Our initial expectation was 5.5%, but now it may be adjusted to more than 6%."

Huaihua, striding towards a new pole

Hunan Daily reporter Jun Xiao

Huaihua, the "West Gate", is taking advantage of the situation.

This "potential" is "one pole and two belts" and "one center and four Huaihua".

In 2015, the regional development strategy of "one core, three poles, four belts and many points" put forward by the provincial party committee and the provincial government positioned Huaihua as "one pole and two belts", that is, building Huaihua into a new growth pole radiating southwest China and connecting Chengdu-Chongqing urban agglomeration, Shanghai-Kunming high-speed rail economic belt and Zhang Jihuai’s boutique eco-cultural tourism economic belt. According to this orientation, Huaihua has risen from the edge of development to the growth pole.

Go all out to shoulder the heavy responsibility. Peng Guofu, secretary of the Huaihua Municipal Party Committee, said that in order to realize the new mission entrusted by the provincial party committee and the provincial government, the Huaihua Municipal Party Committee and the municipal government have determined the development strategies of "one pole and two belts" and "one center and four Huaihua" (that is, building Huaihua into an ecological center city in the border areas of five provinces, municipalities and autonomous regions, building ecological Huaihua, rule of law Huaihua, smart Huaihua and happy Huaihua), and strive to basically establish Hunan’s new growth pole position by the end of the Thirteenth Five-Year Plan.

In mid-September, the reporter walked through the land of five streams, which was refreshing: Huaihua was trying to get rid of the "old impression" of remoteness and backwardness, open its international vision, summon up its energy and start the "acceleration engine" to rush forward.

New engine, new kinetic energy

Expand the map of the whole province. Huaihua, located in the southwest border, accounts for about 13% of the province’s territory and is the largest city and state in the province.

However, the big city is a small economic city, and the main economic indicators are often ranked at the end of the province. Some people jokingly call Huaihua the "end of the province" in Hunan.

In recent years, after several reflections and explorations, Huaihua has found the reasons for its lack of development, unhappiness and superiority, that is, the industrial development is seriously lagging behind, and the reason for its lagging behind is the lack of innovation vitality.

"Take innovation as the core driving force to catch up with development." Zhao Yingyun, deputy secretary of Huaihua Municipal Party Committee and mayor, said that an empty pocket can’t be inflated. Only by making good use of the "golden key" of innovation and making the industry bigger and stronger can we have the strength to shoulder the responsibility and mission of the new growth pole.

Seeking innovation is seeking the future. Huaihua uses "small finance" to incite "big capital" and gather in scientific and technological innovation. Last year, we integrated 330 million yuan of relevant funds, set up special funds for the development of strategic emerging industries, and mobilized 10 billion yuan of financial capital and social capital to invest in emerging industries. The funding for science, technology and industrial development was less than 10 million yuan in 2014, and it has increased to 363 million yuan this year.

According to the "135" project of industrial development in the province, it is a great deal for Huaihua to implement the three-year multiplication plan of industrial and industrial park development and vigorously promote the deep integration of innovation chain and the entrepreneurial chain.

The brand of Huaihua High-tech Zone was Huaihua Industrial Park more than a year ago, and the driving force behind the brand change was innovation. Through the construction of green industrial new towns in the border areas of five provinces (municipalities and autonomous regions), a number of national and provincial innovation platforms, high-tech enterprises and projects poured in, which changed the stagnant situation of the park economy in one fell swoop. In July last year, Huaihua Industrial Park was successfully transformed into a provincial-level high-tech zone, and it is expected to enter the ranks of the "national team" of high-tech zones this year.

In Huaihua High-tech Zone, the brand of Juntai New Material Technology Co., Ltd. was also changed a year ago. It used to be Juntai Pulp and Paper Co., Ltd., which was once the "leading boss" of Huaihua related industries. Two years after it was put into production, it was like a giant animal caught in a quagmire, and it was struggling. Through the transformation, the production of viscose cellulose for textile has changed from a "muddy beast" to a leading goose in the industry.

In promoting the development of industry and industrial parks, Huaihua takes projects as the starting point, creates something out of nothing, creates something out of nothing, and implements two-wheel drive. Nowadays, in Huaihua, scientific and technological projects and high-end growth industries are being laid out, landed and rose.

Xianghua Electronic Technology Co., Ltd. in Yuanling Industrial Cluster independently developed automatic electronic component production equipment, breaking the international monopoly, and attracted Taiwan Province Qilixin Co., Ltd., the world’s largest passive component manufacturer, to join. The two sides invested 7 billion yuan to jointly develop electronic components, and the annual tax revenue is expected to reach more than 250 million yuan.

Compared with three years ago, the number of national and provincial innovation platforms in Huaihua has increased from 3 to 10, and the number of high-tech enterprises has increased from 11 to 56. In the first half of this year, the added value of high-tech industries was 3.5 billion yuan, a year-on-year increase of 14.7%.

Starting a new engine and cultivating new kinetic energy, Huaihua’s four dominant industries, namely, modern business logistics, eco-cultural tourism, medical health and green food, and 15 industrial parks have developed rapidly, which has reversed the passive situation of declining economic growth rate and low ranking in the province, and the ranking of major economic indicators has moved forward greatly. In the first half of this year, GDP increased by 8.1% year-on-year, ranking first in the province.

New channel, new platform

Entering September, the land of Wuxi is a little unsettled.

The track laying of the Huai-Shao-Heng Railway from Shaoyang to Huaihua began in the south direction, advancing at a speed of 2.5 kilometers every day, and a fast railway passage will be built soon.

Huaihua Xianrenqiao Railway Warehouse (railway port) officially started construction, which can be completed by the end of the year, and the construction of Huaihua three-dimensional port open platform has taken another big step.

Huaihua was known as "the gateway of Yunnan and Guizhou" and "the throat of Chu" in ancient times, and was once a transit point of China’s Maritime Silk Road. However, Huaihua’s open vision today is by no means a simple reply to ancient history.

As a city dragged by the train, Huaihua has a special affection for the railway, but the steps of Huaihua people have not stopped on the rails. They are constantly catching up with the progress of the times with the unique tenacity of mountain people.

The Shanghai-Kunming high-speed railway was opened to traffic, the construction of Huaishaoheng railway was in full swing, and the Huaihua railway transportation network developed from a "big" shape to a "meter" shape.

At the same time, the expressway mileage ranks first in the province; Zhijiang Airport is being rebuilt and expanded to build the second largest airport in the province. In March this year, Huaihua became one of the "national comprehensive transportation hubs".

In recent years, Huaihua aims to build a new highland for the development of open economy in Wulingshan area, constantly opens up new channels for opening to the outside world, actively expands the three-dimensional port opening platform, and strives to build a "bridgehead" for Hunan’s opening to the west.

Before the end of this year, international freight trains from Huaihua to Europe will be opened. Next year, Huaihua will open an international freight channel connecting the ASEAN economic circle. And strive to build the Jingyang-Chenchen Railway, and open up the international trade channels to Vietnam, Myanmar, India and other South Asian subcontinent.

The person in charge of the Port Office of Huaihua Commercial Grain Bureau told the reporter that the infrastructure of the public bonded warehouse in Huaihua Economic Development Zone has been completed, and the warehouse will be closed after the customs acceptance, and the Wulingshan Entry-Exit Commodity Exhibition and Trading Center will be operated simultaneously. In April this year, Changsha Customs Agency in Huaihua officially opened its business. The inland port established by Guangzhou Port Co., Ltd. in Huaihua is under construction, and Huaihua will connect with the "Maritime Silk Road" through rail-sea combined transport.

Open and run with Huaihua. In the first half of this year, 22 enterprises registered with the Customs in Huaihua increased, and the total import and export volume increased by 30.87% year-on-year.

New state, new "ecology"

Although it is near the autumn equinox, there is still a heat wave when the sun shines on the ground. On the construction site of Yiwu Commodity City in China, Huaihua Economic Development Zone, the hanging tower is towering, the excavator raises its long arm, and the earth-moving vehicle shuttles back and forth, showing a scene of full swing.

"Working here, there is always a lot of energy." Chen Xiaoyong, chairman of Huaihua Jiarui Yiwu Commodity City Co., Ltd. said that the project started in July, and the land leveling has been completed, and it has entered the stage of foundation piling. From the secretary of the municipal party Committee to the cadres in the park, the service has pushed the project construction out of the "acceleration".

Chen Xiaoyong told a story to reporters. There was a dead old tree in the project land, which affected the project construction. When Hanson Yang, director of the Economic Development Zone Management Committee, heard the news, he immediately took people to forestry, gardens and other departments to apply for logging procedures. "I didn’t expect that it is so convenient to do things here and the service is so enthusiastic!" Chen Xiaoyong from Hangzhou said with emotion.

To adapt to the new normal, cadres must have a new state. Policy makers in Huaihua believe that the state of cadres in party member is also competitiveness and productivity, which is related to the development of the whole city.

Deepen the comprehensive and strict administration of the party and vigorously create a new political ecology with beautiful scenery. In accordance with the requirements of "accountability for mistakes and inaction, replacement without changing the status", Huaihua issued an interim measure to adjust the current leading cadres, and formulated an industrial development performance appraisal plan. The assessment results are the main basis for the selection and appointment of cadres. Seventy-two department-level cadres were promoted and reused because of their outstanding work performance, and 16 department-level cadres who were not "seriously injured" but were not in the state of work and had poor performance were dismissed or adjusted.

Efforts were made to optimize the environment for merchants, and the style of "declaring war on laziness and boosting the spirit" was continuously rectified, and 593 cases of laziness and laziness were investigated and dealt with.

Strict management of officials and theory of performance have ignited the enthusiasm of cadres and officers to start businesses. They have strived to catch up with each other with the enthusiasm of "one person, ten people, and one hundred people", which has brought good and rapid development.

Entering Xupu Honghua Industrial Park, the barren hills and slopes three years ago have become a thriving park. According to the person in charge of the park, it took only eight months from leveling the land and building a standard factory building to the first enterprise starting production. At present, there are 30 enterprises entering the park. This speed is mainly due to the fact that cadres at all levels command with their figures and speak with their actions.

In the first half of this year, Huaihua’s investment in fixed assets increased by 13.7% year-on-year, ranking first in the province.

Style is image, but also strength. Huaihua is changing, Huaihua people are changing, the mental outlook of party member cadres is getting better and better, the people are getting more and more harmonious, and the pace towards a new pole is getting more and more vigorous.

It’s nice to accompany my father around the city.

Wu Xianghuai. Correspondent photo

Wu Xianghuai, a cadre of Huaihua High-tech Zone

In the early years, my father in the country was more diligent in going to town, and it was my must-do "homework" to accompany him around the city. It is a very pleasant thing for me to be filial to my father.

During the people’s commune, my father worked as a village cadre, and every year he had to go to elm bay, the old Huaihua county for a meeting. In the early 1970s, during the war of the Hunan-Guizhou-Zhiliu Railway Conference, my father was one of the millions of road-building troops. After the completion of the railway, he worked as a sideline here for several years, and he is familiar with "elm bay".

A few years ago, I accompanied my father to visit Huaihua City once, but my father was impressed and didn’t feel anything.

With the growth of age, the 70-year-old father rarely goes to town. Not long ago, he went to town. I tricked him into going to town on the grounds that my daughter missed grandpa. This time, in order to leave a deeper impression on my father, I specially chose several tall landscapes.

"Building such a big high-speed railway station should cost a lot of money, right?" The high-end atmosphere of Huaihua high-speed railway station not only opened his father’s eyes, but also inspired his curiosity.

I told my father that high-speed railway station in Huaihua is a transportation hub with an investment of about 2 billion yuan. Take the high-speed train from Huaihua, it takes one and a half hours to Changsha and Guiyang, and five hours to Shanghai and Shenzhen. Moreover, the current mileage of Huaihua Expressway is 676 kilometers, ranking first in the province.

"The length of the expressway is the first in the province, amazing!" Father sincerely lamented.

Drive up Yingfeng Middle Road overpass. Seeing the endless flow of vehicles under the bridge, my father said humorously, "The overpass is just a car passing under the bridge at the same time!"

"Dad’s right. This is the first overpass in Huaihua, with two-way eight lanes, a deck width of 30 meters and a main span of 157 meters, connecting the exit of Chengdong Expressway. " Let me give you a brief introduction.

"With the first article, there will be the second and third articles!" Father said forward-looking.

Step by step. Along Yingfeng Road, around Jinxi Bridge, across Xiangzhou Bridge and onto Hutian Bridge, I introduced myself like a tour guide.

"In the past five years, Huaihua has successively started the reconstruction of Hutian Bridge, Jinxi Bridge and Xiangzhou Bridge, and the construction of Taipingxi Bridge and Taipingqiao Covered Bridge, the urban road skeleton has been stretched to 90 square kilometers."

"So many bridges which remember? I only know that Huaihua has grown up a lot. " Father said with a smile.

After dinner, accompany my father to have tea and talk about Huaihua’s story. I told my father: "Two days ago, Huaihua was rated as the best livable city for the elderly in China, and the health support policy for the elderly is getting better and better."

"You mean, I will come to Huaihua City to support the elderly in the future?" Father asked.

"I believe you will like this new town more and more. The air and environment here are as good as those in the countryside."

That night, my father and I both slept very late.

[See the micro-knowledge]

The "dead end road" is smooth.

On September 17, Peng Li, an individual industrial and commercial household who runs stationery in Yingfeng Middle Road, Huaihua City, drove to Hexi to purchase goods. It used to take half an hour, but now it takes only more than 10 minutes to get to Hexi Wholesale City. He said with emotion: "The’ Broken Road’ is connected, and now the purchase is very smooth."

In recent years, Huaihua City has paid attention to people’s livelihood from small projects, and concentrated its efforts on fighting tough battles in the urban "broken roads", which have optimized the urban traffic network and eased the difficulties for citizens to travel. (Jun Xiao)

The "old bachelor" lives in a new house as the groom

On September 18th, I walked into the resettlement building of Yinjialing Village, Liangtingao Township, Hecheng District, Huaihua City. The red couplets on Xia Changtie Gate, a 54-year-old villager, are still eye-catching. In the past, Yin Changtie lived in a shed-style house in a ravine and remained a bachelor. After moving to a new house with convenient transportation this year, he married the bride back home.

Huaihua, as one of the main battlefields of ex situ poverty alleviation and relocation in our province, completed the task of ex situ poverty alleviation and relocation of 25,734 people last year. This year, 166 centralized resettlement projects and decentralized resettlement projects in the city have started construction, and more than 58,000 poor people will move to their new homes this year. (Jun Xiao)

Now the village is like a park.

"Now the village is like a park, attracting many people from the city to visit." Recently, Zhou Yuru, a villager from Zhoujiaren Village, Chenyang Town, Chenxi County, told reporters that she had been taking her grandson away for three years. When she returned to the village this year, she found that the garbage piled up like a mountain bag by the stream was gone, and the cement road leading to the door was clean and tidy. Surrounded by green trees in each yard, I really wondered if I had gone to the wrong door.

The change of Zhoujiaren Village stems from the construction of "beautiful countryside Happy Home" in Huaihua City, which focuses on "three transformations and one reform" (purification, greening, Chunhua and rural housing renovation). At present, the city has built more than 500 tourism demonstration villages in beautiful countryside. Since 2015, through the development of rural tourism, more than 150,000 farmers have been employed and nearly 50,000 poor people have been lifted out of poverty. (Jun Xiao)

Hong Kong films hit a "comic sense", and this Spring Festival appetizer is so special!

Special feature of 1905 film network Producer, directed by Albert Kai-kwong Mak, the crime comedy film starring,, and others landed in the cinema on January 19th.

The film tells the story of two middle-aged "paupers", he is my brother A Hui (Richie Jen) and A Xun (Lin Jiadong), who plan to rob, but are accidentally spoiled by the gangster Mei Lantian (Aaron Kwok), and the three of them temporarily form a team because of a sack of money. As the movie with the highest number of people before the Spring Festival, what surprises will Temporary Robbery bring to the audience?

The movies of the Spring Festival in 2024 have a common feature, that is, they all have comedy elements more or less, and most of the protagonists in the story have a "middle-aged crisis". Temporary Robbery also has these two characteristics in content, just like a "starter" of the Spring Festival.

Taste the "appetizer" of the Spring Festival stalls in three bites.

Taste this appetizer from three aspects. At the first bite, you will find that such a multi-line narrative method in Temporary Robbery is particularly like, structurally, there are actually many coincidences in the film, and these coincidences may lead to many comedy elements.

If Crazy Stone is a series of crazy actions triggered by a stone, then Temporary Robbery is a series of accidents triggered by two sacks of money.

After tasting the second bite, you will find that its taste has some comic sense. The overall style of the film is very young, including the shaping of characters. The most delicious thing is Aaron Kwok’s performance of this gangster Mei Lantian, who is sour and sweet.

At the end of the appetizer, it will be "grounded" and memorable. Although it may have a strong sense of comics in form and a multi-line narrative in structure, in fact, it tells the story of three middle-aged grass-roots men from the core, especially grounded, and has a realistic foundation.

 A standard "stone flavor"

To sum up, such a pre-Spring Festival dish "Temporary Robbery" has both a stone flavor and a comic sense, and it also resonates with some middle-aged frustration. In fact, in recent years, there are many films similar in narrative style to Crazy Stone, but not many of them are of high quality. On the whole, Temporary Robbery is still a very "right" stone-flavored film.

The main feature of multi-line narration is that several different protagonists get together in a major event through many coincidences.

There are actually many coincidences in Temporary Robbery. For example, the robber stopped there to repair the car. As a result, in order to sell the stolen goods, he coincidentally threw a bag of money into the trunk of the car, and the taxi driver got mixed up inexplicably.

This particularly accidental event is usually a very important turning point in a multi-line narrative drama.

"Temporary Robbery" is to mix up three waves of different people because of this car through big and small coincidences. Big cases, small cases, big robberies, small robberies, and then there are real robbers, as well as this inside job and petty theft. All kinds of people are mixed together, and finally 12 small cases are attributed to a big case. Such a film structure is still very delicate.

A surprise "comic sense"

The comic sense is also a new change brought by Temporary Robbery. The usual Hong Kong films give the audience a serious feeling. Sir A is Sir A, and thieves are thieves. But in Temporary Robbery, we can see that it is dispelling this stereotype.

As far as the characters are concerned, Aaron Kwok used to play more roles in Hong Kong-made films, such as a depressed father and a bitter undercover, but this time the role is actually a little playful, a subversive buck-toothed and stuttering Aaron Kwok. Some viewers even commented, "Help, Aaron Kwok is like my second uncle" and "The famous actor Aaron Kwok is still missing".

His buck teeth make it easy for the audience to think of his present shape, his big steel head and his way of speaking, which are also very similar to the Spanish killer in the movie.

In the film, he himself said, "We are bandits". It can be seen that he is a particularly principled gangster in his professional orientation. For example, if a brother is going to be shot, he must make up a shot. For example, if someone annoys him, he must say "Say sorry".

These mandatory "unwritten rules" contribute the most jokes in the film. He may not be the same as the people the audience will see in daily life, but in Temporary Robbery, the audience will trust this person very much.

Because he fled from Annan’s hometown to Hong Kong to be a gangster, he once won the East Asian Games, but his life was actually very bitter. He got into the underworld in his hometown and was ruined.

He has a lot of pre-history to express in the film, so he can also say why Mei Lantian, the gangster he plays now, is a little neurotic, a little abnormal and a little exaggerated. In fact, Aaron Kwok has found a good character base for all these characteristics, and the biography of this character is very solid.

A middle-aged frustration

In addition to Mei Lantian, he has two teammates this time, Lin Jiadong and Richie Jen. These two are also two of the three thieves in the film "A tree catches the wind". This time, they are incarnated as three bandits. They are two people in the role, but they bring a completely different experience to the audience.

In "A tree catches the wind", Richie Jen and Lin Jiadong are both particularly fierce bandits, but this time, they are two middle-aged men who are not very useful, a waste and a waste in a waste.

Lin Jiadong is an idiot who is losing all his hair. He lives in a public rental house with his family, and his mother and wife quarrel every day. Life is a chicken feather. His character is a coward from beginning to end.

Richie Jen opened this nursing home. As a result, because he couldn’t afford the room, he took risks for the old people, and then he became a robber. But his fear of hands and feet made his robber dream so unreal. In fact, there is a line of his own, which is very consistent with the characteristics of the role. "Good people can’t do it well, and bad people can’t do it."

These three characters also lead to the core of the film-middle-aged frustration. Three people live three different lives and have three different situations, but in the end all kinds of reality make them make the same choice. In fact, under the funny shell, they also poked some tears in the audience’s heart.

What is different from watching Temporary Robbery is that some comedies may be passed after the audience has finished watching and laughing, but there are still some very distracting parts in this drama.

In the middle, the three of them are pushing a cart, telling each other why they took this road, and then the three brothers sang together, "I just want to go with you all my life." At that moment, I felt that these three robbers seemed to poke you a little. That kind of frustration is very distracting, but some empathy will happen and it is worth going to the cinema to have a look.

Going to the grassroots in the New Year | The dream catcher on the Chinese aircraft carrier is rushing with the aircraft carrier and heading for the ocean.

CCTV News:China’s first aircraft carrier, the Liaoning ship, has been in the queue for nearly 10 years. On the eve of the Spring Festival, the reporter carried out cross-regional training tasks with the ship and recorded the dream catcher on the Liaoning ship with a lens.

Today is the day for Chen Haichao to go to the flight deck for protection. As long as there is flight training at sea, that is, when he is busiest, he is responsible for making nitrogen and oxygen in the deep cabin, and at the same time he has to go to the flight deck for protection.

"Getting on a big ship and crossing the ocean" has always been Chen Haichao’s dream. In 2014, he was transferred from a dinghy to a Liaoning ship. In less than half a year, he completed the new crew training assessment and the independent value assessment of professional posts, and recorded nearly 100,000 words of professional notes. This year, Liaoning carried out a cross-departmental and multi-functional activity, and Chen Haichao took the initiative to apply for a multi-functional job integration training in aviation gas supply specialty. After layers of selection, he became one of the first electromechanical soldiers to walk on the flight deck.

Among the people wearing different colors on the flight deck, young people who are as versatile as Chen Haichao abound.

Milla Dabuli, a Kazakh female soldier, was originally an operator on the Liaoning ship. She also became the only female crew member in the aircraft dispatching team through multi-functional training.

Now, like other male soldiers, she can carry dozens of kilograms of mooring ropes and run on the deck.

The flight deck of aircraft carrier is known as one of the most dangerous workplaces in the world. The continuous roar of aircraft launch, the huge impact of jet wake, especially the strong vibration caused by blocking the ship, will bring great challenges to deck support.

Folklore Five Blessingg —— Illustrate the Happy Culture.

China has a long history of folk culture, of which "Five Blessingg" culture is an important part. With the change of the times, these cultures are constantly changing in a figurative form, among which "Xi" is the only word that expresses emotions. Chinese is known as the "Xi" complex, commonly known as "Xi" is one of Five Blessingg, and regards "Xi" as happiness.

The word "Xi" is a descriptive word to express emotions, and the word "Xi" created by the ancients is a knowing display of people’s psychological performance. The word "happiness" is used to express the meaning of "happiness in the heart, which is superficial". The original initial text used a drum shape and a mouth shape to express happiness. Later, he held a word "Ji" in both hands, and added a smiling mouth shape below to create a vivid expression.

Since ancient times, Chinese has collectively referred to happiness, happiness, good deeds and pleasures as "happy events". People have also created two symbols for happy characters, one is "Jubilee" and the other is "Xi", which are called double happiness, and both of them have the meaning of expressing the happiness of a happy event.

The word "Jubilee" is mainly used in festive occasions, such as the coming of the Spring Festival, and it is customary to paste "Jubilee" on doors or beams. The word "Xi" in Shuo Wen Jie Zi is interpreted as "Li Ji Ye." In Ci Yuan, the word "Xi" is interpreted as "Fu". Therefore, "Congratulations on the New Year" has the meaning of "giving a gift and blessing". "Xi" is composed of "show" and "happiness", which means "seeing happiness" and "showing happiness" "Everything goes well, everything goes well" is "Jubilee".

Jubilee (paper-cut), with pine and cypress embedded in the middle.

The word "Xi" is more used to render the atmosphere in wedding occasions. The word "Xi" evolved from the words "Xi" and "Xi". "Xi" is the combination of two happy characters, which contains the meaning of husband and wife’s love and everlasting love. The word "Xi" naturally becomes synonymous with marriage. In the traditional wedding custom, on the wedding day, both men and women paste the word "happy red" on their own doors and streets. It is customary for the man to paste the word "Xi" and the woman to paste the word "Xi". However, the influence of "Xi" is far less than that of "Xi".

The four-happiness doll picture is a common theme. In the Qing Dynasty, the Wuzi Rises in Suzhou Taohuawu New Year Picture and the Lunar New Year Picture of Jiujiu Eliminating Cold in Hebei Wuqiang New Year Picture adopted this conjoined composition modeling. It can be seen that the four-happiness doll, as a festive theme, is widely spread, and people put it at home or hang it on the wall in order to attract happiness.

In the Qing Dynasty, Wuqiang New Year Picture of Hebei Province, The Picture of Eliminating Cold in 1999, was also called Five Children and One Hundred percent.

The "99 Cold Relief Map" is a masterpiece of Wuqiang New Year pictures, which depicts four seasons of flowers: peony, lotus, chrysanthemum and camellia, as well as treasures such as disc length, wishful thinking, money, sheng spring, coral and fire dragon ball, as well as the zodiac. It was originally a record of the weather, so it was named "99 Cold Relief Map". The picture is five children fighting for the head, which is divided into two groups. One group is two dolls changing into four dolls (four happiness); One group is three dolls into six dolls (Liushun), which adds up to five dolls into ten dolls, which means "five children are 100%". Ingenious conception makes people think.

"Happiness is just around the corner"

Among the auspicious patterns in China, there is an auspicious picture called "Happiness is in sight", which shows that magpies and ancient money match, and the two magpies are opposite to each other and look at the ancient money in the middle. Magpie, taking the meaning of "happiness"; The word "Qian" in ancient money is homophonic with the word "Qian" in front of it, and the hole in the money is the eye, so the eye of the money represents the eye in front of us, and the combination of magpie and ancient money also expresses the meaning that the happy event is just around the corner.

The auspicious picture "Happy Land" is a picture of badger and magpie, badger looks up at the sky, magpie flies to the ground, and the two look at each other, forming a harmonious picture of animals and birds. Badger’s badger harmonizes people’s joyful "Huan", and the first word of magpie is "Xi", which represents people’s inner joy and shows the meaning of "joyous".

[good news map]

The good news picture, composed of leopards and magpies, expresses the meaning of the good news of the report. In the old days, the leopard pattern was a symbol of Jue Lu’s honor: in the Ming Dynasty, the military attaché s embroidered tiger and leopard patterns, while in the Qing Dynasty, the military attaché s embroidered leopard patterns. In the picture of good news, the word "Bao" reported by the homophonic word "Leopard" and the word "Xi" written by the magpie symbolize a happy mood of people.

【 Tongxi 】

The auspicious picture composed by the combination of tung tree and magpie is called Tongxi. Tung tree and Tong are homonyms, and magpie’s happiness symbolizes people’s joyful modality. Since ancient times, tung trees have been regarded as auspicious trees, and there is a saying that phoenix trees attract phoenix trees. Magpies stand on tung branches, and jiamu and Lingniao are auspicious things. Being happy with each other naturally expresses the auspicious meaning of "happiness together".

Good news for spring 】

Since ancient times, people have regarded magpies as auspicious birds, and plum trees are hardy and bloom in cold years, which indicates auspicious celebrations. This auspicious meaning is often taken in Spring Festival couplets: "Spring, summer, autumn, winter and spring are the first, and plum, plum, peach, apricot and plum are the first." It is said that the opening of plum blossoms first brought people the news of spring. In the picture, the plum blossom indicates that spring is coming, and the magpie opens its mouth to sing to announce good news, which is extended here, giving the meaning of announcing spring and indicating good news for early spring.

[double happiness]

The expression of the auspicious picture "Double Happiness" is both simple and novel. It is worthy of congratulations to draw two magpies, one for one happiness and the other for two happiness. This expression method was very popular in the Song Dynasty.

"Looking Up and Seeing Happiness" by Xinyu Pu

"Er Ya Shi Insect" Note: "Spiders call for joy." As for the omen of spiders, the book Mao Shi, Grass, Birds, Animals, Fish and Insects, written by Lu Ji of the Jin Dynasty, said: In Hanoi, Jingzhou, people call spiders hi-mothers, and spiders are attached to people’s clothes. When relatives and guests arrive, they are happy.

Because of these legends and records, spiders have always been messengers who bring people good luck and happiness. So the spider hangs down from the internet, named "Looking Up to See Happiness", or "Happy Doors" and "Happiness from the Sky", which means that a happy event suddenly comes and people are overjoyed.

Happiness comes from heaven (2)

The pattern is like a spider hanging from top to bottom, accompanied by mascots such as loquat, cherry, garlic and calamus. The ancients compared the spider to Jiguang, and the spider fell from its nest, which meant that happiness fell from the sky and that it suddenly met an unexpected happy event.

Zhong Kui decorated with spiders is also one of the common auspicious paintings of the Dragon Boat Festival. In the Qing Dynasty, Zhong Kui, a handsome donkey-riding god in Suzhou Taohuawu, was accompanied by a servant kid who burst an umbrella. Zhong Kui, holding the dental cymbal in his hand, visually observed the bats flying in the air ahead or the spiders hanging from it, symbolizing "Happiness comes from the sky" and "Happiness comes from the sky", which is full of festive colors.

Eight ministries and commissions jointly issued the "Opinions" to make rehabilitation medicine generate "great energy"

  A case of strabismus in children may be diagnosed as needing surgery, and may be corrected by rehabilitation training of eye muscles;

  A case of habitual dislocation may be diagnosed as needing surgery and may be improved by ligament rehabilitation training;

A stroke patient, after thrombolysis or surgery, is likely to walk as before with seamless rehabilitation … …

"In the past, people thought that rehabilitation was care and care, and there was no technical content. Now they gradually realize that rehabilitation is a science." On June 20th, Wang Xiaoning, secretary-general of the China Association for Science and Technology’s Life Science Society Consortium, told the Science and Technology Daily reporter that good rehabilitation can significantly reduce the sequelae, and the most intuitive thing is to greatly reduce people’s pain and make people live with quality and dignity.

Since rehabilitation medicine has so much energy, we must pay more attention to the construction of healthy China. Recently, National Health Commission, the National Development and Reform Commission and other eight ministries and commissions jointly issued the Opinions on Accelerating the Development of Rehabilitation Medical Work (hereinafter referred to as the Opinions), requiring that by 2022, prefecture-level cities with 6 rehabilitation doctors per 100,000 population and more than 3 million people should set up at least one secondary and above rehabilitation hospital.

  Start late and catch up.

"It was unimaginable in the past for patients in ICU to stand up with a special rehabilitation bed as soon as their vital signs were stable." Wang Xiaoning said that there was one thing in the past — — To save people’s lives, there is one more thing to think about now — — Activating anti-gravity muscle groups and realizing efficient recovery of body functions is called ultra-early rehabilitation.

Domestic high-level medical teams have been trying in this field, but they are still lagging behind and starting late in a wider range. The standardized training of rehabilitation medicine residents in rehabilitation medicine departments of some top hospitals began in 2004.

"Rehabilitation medical research in some developed countries, such as the United States and Japan, started earlier and has a systematic research and practice system that is connected and crossed with various medical sciences." Dong Yafeng, a professor at the University of Kansas School of Medicine in the United States, told the Science and Technology Daily reporter that, for example, after undergoing neurosurgery, the muscles began to shrink after lying in bed for a week and needed rehabilitation. Burn patients also needed special rehabilitation after undergoing escharectomy to recover to a greater extent … …

Because of this, the Opinions jointly issued by eight ministries and commissions twice mentioned multidisciplinary intersection, demanding that the multidisciplinary cooperation model between rehabilitation and clinic be gradually promoted. It can be seen that rehabilitation medicine is not an independent discipline. In order to "aim at the forefront" and strengthen the construction of rehabilitation medicine departments in rehabilitation hospitals and general hospitals, it is ideal to make rehabilitation medicine seamlessly connect with other medical disciplines, integrate into the consideration of the whole medical system, and achieve "throughout the whole process".

People are the core, and technology is the solution.

"Promoting the transformation of some first-class and second-class hospitals in areas rich in medical resources into rehabilitation hospitals" put forward in the Opinions has attracted much attention in the industry.

"It is structurally reasonable to let the first-and second-level hospitals undertake part of the later rehabilitation tasks and complement the top three hospitals." Wang Xiaoning said that because rehabilitation is characterized by a long period of time, beds will take up a lot if they are concentrated in large hospitals. Through this transformation, some patients will be diverted to primary and secondary hospitals, which will help to make overall use of existing resources.

In addition to hospital projects, it is still necessary to see that the training of talents in rehabilitation medicine is very insufficient. "In the past, general medical universities didn’t offer this major. Rehabilitation was considered as a school-running field for technical schools and specialties such as nursing and nursing, so talents in this field can be said to be extremely scarce." Wang Xiaoning said.

Therefore, in the "Opinions", the training of talents is taken as the main goal, and it is proposed to establish a professional team of rehabilitation medicine with reasonable quantity and excellent quality by 2022, and it is required to strengthen the capacity building of talents from three aspects: education, training and reserve.

"The current concept of personnel training and training should be innovative, and the training content should be more humanistic and detailed." Dong Yafeng believes that both disease rehabilitation and elderly rehabilitation need a long time to deal with each other, so cultural issues and living habits should be taken into account, including bedsore management and stool management, which are very detailed issues, and training should be more targeted.

Remote information technology may bring convenience to this discipline that pays attention to "mentoring".

"There are very professional experts in the rehabilitation department of big hospitals, who can train grassroots talents by means of helping belts. Through remote video guidance, he can be like an instructor, and it will be a trend to remotely correct the standard of rehabilitation actions." Wang Xiaoning said.

Consciously transform the subjective world with the Party’s innovative theory.

At the working conference on studying and implementing the theme education of the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, General Secretary of the Supreme Leader emphasized: "This theme education should be firmly grasped ‘ Learn ideas, strengthen party spirit, emphasize practice and make new contributions ’ The general requirements. " At present, the second batch of theme education is being carried out in a solid way. Party member cadres should consciously transform the subjective world with the Supreme Leader’s New Era Socialism with Chinese characteristics Thought, deeply understand a series of requirements of this important thought on strengthening ideals and beliefs, enhancing ideological realm and strengthening party spirit training, and constantly enhance their political identity, ideological identity, theoretical identity and emotional identity with the Party’s innovative theory in the new era.

The subjective world is a multi-faceted, multi-level and multi-dimensional spiritual world, including thinking mode, ideals and beliefs, knowledge and ability, emotional will, moral concepts and so on. Chinese excellent traditional culture is rich in content about cultivating self-cultivation and improving ideological realm. For example, "Book of Rites University" says: "If the ancient desire is clearly superior to the world, rule the country first; If you want to govern your country, you should first get your family together; If you want to get your family together, repair your body first; If you want to cultivate your body, you should first correct your heart. " These ideas still have important enlightenment significance for us to strengthen our self-cultivation and enhance our ideological realm today. For communist party people, it is necessary to strengthen the cultivation of party spirit in order to transform the subjective world and enhance the ideological realm.

As an advanced Marxist political party, our party has always attached importance to the cultivation of party spirit. General Secretary of the Supreme Leader profoundly pointed out: "Party spirit education is a compulsory course for communist party people to cultivate their self-cultivation, and it is also for communist party people ‘ Mind ’ " "Party spirit cannot be naturally enhanced with the increase of the party’s age, nor can it be naturally enhanced with the promotion of the position, and it must be continuously enhanced in strict inner-party life exercise." In the Party’s Report to the 20th CPC National Congress, the Supreme Leader’s General Secretary regards "upholding Party spirit, Party style and Party discipline together" and "improving Party spirit consciousness" as an important part of the strategic deployment of strictly administering the Party in an all-round way, which points out the direction for us to continue to repair communist party people’s "mind learning" in the new era and new journey and provides fundamental follow-up.

The Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era not only contains the important thought of governing the country by the Party, but also runs through the requirements of the Communist Party of China (CPC) people’s political character, value pursuit, spiritual realm, style and ethics. Theme education emphasizes reading the original, learning the original, understanding the principle, strengthening ideals and beliefs, improving the political position, achieving the integration of learning, thinking and application, and unifying knowledge, belief and practice, and turning this important idea into a powerful ideological weapon to transform the subjective world and the objective world. Party member cadres should take the initiative to put themselves in the study, deeply understand the lofty beliefs and beliefs, sincere feelings for the people, high historical self-confidence and fearless spirit contained in this important thought, sharpen their initial mission, temper their party spirit consciousness, learn to really understand the truth, believe in the truth and use it, learn to make it practical, earnestly use the party’s innovative theory in the new era to build a soul, constantly build a solid foundation of faith, supplement the calcium of the spirit, and stabilize the rudder of thought. We should deeply understand the power of truth, practice and personality of the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, and turn it into a powerful force for firm ideals and beliefs, so as to truly be a firm believer and faithful practitioner of the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era.

It is virtue that determines a person’s quality, and it is party spirit that determines a party member’s quality. Party spirit is the cornerstone for party member cadres to establish themselves, establish their careers, make their own opinions and establish themselves. To transform the subjective world, it is necessary to strengthen party spirit, carry forward the party’s fine traditions, strengthen ideals and beliefs, constantly improve party spirit cultivation, and repair communist party people’s "mind learning". On the new journey, party member cadres should turn the world outlook, methodology, standpoints and methods of Socialism with Chinese characteristics Thought, the supreme leader in the new era, into their own powerful ideological weapons and scientific thinking methods, constantly improve their political, thinking and practical abilities, turn them into powerful driving forces to overcome difficulties and start businesses, and transform the subjective world while transforming the objective world.

China employees face an invisible ceiling at the IMF: far from reaching the proportion of votes.

He Dong, assistant managing director of the Hong Kong Monetary Authority, will be promoted to return after leaving the International Monetary Fund (IMF) for 10 years, which has encouraged China economists who used to work for the IMF, but also triggered their reflection and emotion about Chinese’s invisible ceiling in the IMF. The proportion of IMF employees is similar to that of voting rights of member countries, but the fact that China’s voting rights in the IMF are lower than the proportion of GDP in the world and other reasons, such as cultural differences, have always led to the shortage of China employees working in the IMF.

China Business News reported on September 17th that the Hong Kong Monetary Authority (HKMA) announced on September 1st that He Dong, the assistant managing director of HKMA, had tendered his resignation, which took effect on October 18th. He Dong will rejoin the IMF as the Deputy Director of the Bureau of Monetary and Capital Markets. This personnel change has aroused great repercussions among economists in China, especially those who have worked for the IMF.

He Dong, assistant managing director of the Hong Kong Monetary Authority, will be promoted to return after leaving the International Monetary Fund (IMF) for 10 years, which has encouraged China economists who used to work for the IMF, but also triggered their reflection and emotion about Chinese's invisible ceiling in the IMF. The proportion of IMF employees is similar to that of voting rights of member countries, but the fact that China's voting rights in the IMF are lower than the proportion of GDP in the world and other reasons, such as cultural differences, have always led to the shortage of China employees working in the IMF.

He Dong, Assistant Managing Director of Hong Kong Monetary Authority, will be promoted to return after leaving IMF10.

The Bureau of Money and Capital Markets is one of the four core functional departments of the IMF. There are two ways to divide IMF departments. First, it is divided into five departments according to the region, including Europe, America, Asia-Pacific, Middle East, Central Asia and Africa; Second, according to the division of functions, it is divided into four departments: monetary and capital market bureau, financial affairs, research and strategic development.

Return to IMF

He Dong is the first Chinese to return to the IMF from Hongkong. He holds a Ph.D. in Economics from Cambridge University. He is responsible for the research on monetary and financial stability in the HKMA and is also the director of the Hong Kong Financial Research Center.

Chen Delin, President of the Hong Kong Monetary Authority, expressed "deep regret" for He Dong’s departure. He said that since he left the IMF to join the HKMA in 2004, He Dong has made great contributions to enhancing the research capabilities of the HKMA and the Hong Kong Financial Research Center.

A China economist who works in an overseas investment bank said,The Hong Kong Monetary Authority is equivalent to the central bank level. As the research director, He Dong has always been in the regulatory body, which is consistent with the perspective of the IMF.I am excited that he can serve as the deputy director of the Monetary and Capital Markets Bureau.

He Dong joined the Hong Kong Monetary Authority after leaving the IMF in 2004.

He Dong worked in the World Bank and the IMF. Before joining the Hong Kong Monetary Authority in August 2004, he was a senior economist at the IMF..

He Dong is a low-key and steady person with a wide range of research topics, especially publishing many research articles on the macro-economy and financial markets in Hong Kong and the Mainland.

Many economists said that,He Dong has a deep research on the internationalization of RMB. On behalf of the Hong Kong Monetary Authority, he has been communicating with the People’s Bank of China on RMB internationalization and offshore RMB market in Hong Kong..

From professional staff to management level, jump four levels in ten years.

"He Dong has been promoted to Grade 4 in the past ten years. It is absolutely impossible for him to stay in the IMF." A former IMF economist in China said.

Before joining the Hong Kong Monetary Authority, He Dong had been an A14 economist at the IMF. This time, his level rose directly to B04, a senior management level.

According to the above economists, the IMF is divided into A01~A15 and B01~B05, where A is the employee level and B is the management level, and A15 to B01 is a hurdle in the position.

According to him, He Dong had the idea of returning to the IMF a few years ago. At that time, the IMF only wanted him to return at A14 level. This time, he was able to go back to B04 at once, which was "surprising".

According to the information of IMF’s human resources department, A01~A08 are logistics support employees, A09~A15 are economists and other professional employees, and B01~B04 are management-level employees.

B05 already belongs to the level of senior officials, such as Lin Jianhai, who became the Secretary-General of the IMF two years ago. Zhu Min, the vice president of IMF, is an executive director, which is an MD level outside the employee level..

An IMF spokesperson said that He Dong was appointed because of his experience and professionalism in the Hong Kong Monetary Authority.

Chinese faces an invisible ceiling at the IMF.

The above-mentioned economist who once worked in the IMF said, "The IMF has an invisible ceiling, and Chinese does not have its own circle in these institutions, nor can it enter other people’s small circles"; "Until now, I can’t tell the difference between baseball and American football. How can I communicate with other European and American colleagues?"

Compared with cultural differences, the lack of government-led promotion is a more important reason.According to informed sources, Japan, South Korea and other countries have similar cultures to China, but the Japanese government has an agreement with the IMF, and both the Japanese Ministry of Finance and the Bank of Japan will send management-level officials to the IMF. In China, however, there is no such arrangement, and exchanges remain at the middle and lower levels, and senior officials of the central bank are reluctant to go to the IMF.

The proportion of IMF employees should be close to the proportion of national voting rights, and China employees are far from reaching the proportion of voting. The person said. There are some junior China economists in the economist training program, but only a handful of Chinese can enter the management. He counted three people with his fingers broken, and He Dong was the fourth.

IMF China is understaffed.

The IMF was established in July 1944 with the aim of promoting international financial stability and monetary cooperation, promoting the development of international trade, high-level employment and sustainable economic growth, and reducing world poverty. Its scope of economic supervision has expanded from the initial balance of payments to the monetary, fiscal and monetary policies of member countries.

China’s voting rights in international regulatory bodies such as the IMF have been quite low.Emerging economies are playing an increasingly important role in global economic affairs, and their voting rights should be adjusted accordingly. Although China’s voting rights have been improved to some extent in the IMF and the World Bank, they still failed to meet expectations.

According to IMF official website, after the reform in 2010, China’s voting right rose from the previous 3.803% to 6.068%.

Zhu Min, vice president of IMF, said at an event recently,According to the IMF’s articles of association, the IMF is headquartered in the country with the largest shareholder, and the United States currently accounts for 15%.However, with the increasing economic aggregate of China, the IMF headquarters will move to China one day.

However, the lack of employees in China has kept this idea at the stage of shouting slogans.

IMF China is understaffed.

IMF jobs are not well paid but attractive.

He Dong’s return to the IMF this time is actually a salary reduction return. A former IMF economist said,The annual salary of the assistant managing director of the HKMA ranges from HK$ 4 million to HK$ 5 million (equivalent to RMB 3.17 million to RMB 3.97 million), while that of the B04 level of the IMF ranges from US$ 200,000 to US$ 300,000 (equivalent to RMB 1.23 million to RMB 1.84 million)..

The former IMF economist said that in fact, many China economists who came out of the IMF wanted to go back to the IMF.As an official institution, the IMF’s salary is not higher than that of foreign investment banks, but it is particularly attractive..

The IMF is a public institution where elites gather. As an economist, the perspective is from the official perspective of policy makers. This will greatly improve the research depth and quality of life for international investment bank economists who are exhausted and cope with market changes and customer requirements.

"Investment bank economists put it mildly, just like salesmen." The reporter of China Business News quoted a big bank economist as saying, "Occasionally, we will meet very difficult customers, but at the IMF, we are all faced with officials at the level of finance ministers."

In addition, China economists in the market are now in a state of oversupply, and the income and attractiveness of the private sector are not as good as before.

And the IMF also has generous benefits. A former IMF economist said,IMF income does not need to be taxed, and it provides a fixed retirement pension. Children’s education also has an annual allowance of 50,000 to 60,000 US dollars..

Such a carefree life, why did these China economists choose to leave in the first place? The above-mentioned people said that the IMF also has the problem of overstaffing. The IMF encourages employees to go to the private sector by leaving their jobs without pay, but if they want to go back to the IMF, they can basically only be rehired..

Many outstanding former IMF economists have chosen to transform themselves after reaching a certain level in international investment banks. Some have become strategists for private big customers, such as Ha Jiming; Some set up hedge funds on their own, such as Wang Qing; There are also more successful central banks, such as Ma Jun. This may be a loss for China, which wants to enhance its voice in international institutions.
