　　He suggested that Article 241 of the Criminal Law should be amended to "be sentenced to fixed-term imprisonment of not more than three years, criminal detention or control" for the crime of buying abducted women and children, and refer to Article 240 for the punishment of the crime of abducting and selling women and children, and be changed to "be sentenced to fixed-term imprisonment of not less than five years but not more than ten years and be fined". Whoever buys more than three women and children, commits adultery with the bought women and children, illegally detains or forces the bought women and children to work, and causes serious injuries (including serious mental illness), death or other serious consequences to the abducted women and children or their relatives, "shall be sentenced to fixed-term imprisonment of not less than 10 years or life imprisonment, and shall also be fined or confiscated; If the circumstances are particularly serious, he shall be sentenced to death and his property shall be confiscated. " In the process of the victim being abducted and bought, any act that helps to maintain and restore the victim’s state of detention, coercion and violation shall be regarded as a joint crime of abduction or buying, and criminal responsibility shall be investigated according to the provisions of Article 240 or 241 of the Criminal Law.

In order to implement the National Development and Reform Commission and the Ministry of Finance’s Several Measures on Supporting Large-scale Equipment Renewal and Consumer Goods Trade-in (No.1104 [2024]) and the Notice of the General Office of the People’s Government of Zhejiang Province on Printing and Distributing the Action Plan for Further Promoting Consumer Goods Trade-in (No.26 [2024] of Zhejiang Province), further promote the expansion of consumption scale and effectively improve the quality of life of residents, according to the municipal party committee and the general office of Zhejiang Provincial People’s Government,

First, make efforts to promote automobile trade-in.

(1) Improve the subsidy standard for scrapping and renewing automobiles.

On the basis of the Detailed Rules for the Implementation of Shaoxing Consumer Goods Trade-in Policy (Shao Shang Lian Fa [2024] No.5) (hereinafter referred to as the Detailed Rules, the same below), from April 24, 2024 (including that day, the same below) to December 31, 2024, individual consumers will scrap fuel passenger cars with national emission standards of Grade III and below or new energy passenger cars registered before April 30, 2018. And purchase new energy passenger cars or fuel passenger cars with a displacement of 2.0 liters or less that are included in the Catalogue of New Energy Vehicles with Vehicle Purchase Tax Exemption, the subsidy standard will be raised to 20,000 yuan for purchasing qualified new energy passenger cars and 15,000 yuan for purchasing fuel cars with a displacement of 2.0 liters or less. Scrapped passenger cars under the name of the subsidy applicant should be registered in my name before July 25, 2024. During the subsidy application period, newly purchased cars should be registered in the name of the subsidy applicant. The subsidy applicant should submit an application in the WeChat applet "Car Replacement and Renewal Subsidy" before January 10, 2025, and upload relevant information as required. The place where the unified invoice for new car and motor vehicle sales is issued is the place where the subsidy is accepted. The old car registration time under the name of the subsidy applicant must be before the date of issuance of the provincial plan. The departments of commerce and public security in all districts and counties (cities) and Binhai New Area are responsible for the relevant audit work, and the tax authorities do a good job in the management of sales invoices for motor vehicles and used cars according to their duties.

Within 15 working days after receiving the application materials, the competent commercial departments of all districts, counties (cities) and Binhai New Area shall, in conjunction with relevant departments, conduct an audit according to their functions and responsibilities. If the information submitted by the subsidy applicant is true and complete and meets the requirements, it shall be examined and approved. If the information submitted by the subsidy applicant is incomplete or unclear, the business department of the receiving place will inform the subsidy applicant of the corrected information, and the subsidy applicant will correct the relevant information before the application deadline as required. After approval, the subsidy funds shall be allocated to the bank account designated by the subsidy applicant within 15 working days. All districts, counties (cities) and Binhai New Area should optimize the process of fund declaration and disbursement in light of the actual situation to ensure the direct enjoyment of policies. All localities can reasonably adopt other subsidies in light of local conditions. VIII. Job Requirements

Relevant departments at the municipal level should regularly evaluate the effectiveness of policy implementation and dynamically adjust relevant policies in a timely manner.

(2) Strengthen overall fund planning. Adhere to the linkage between cities and counties to support the trade-in of consumer goods. All localities should make full use of the central and provincial funds for the trade-in of consumer goods, implement the national policy of scrapping and updating automobiles and subsidizing household appliances consumption, support the renovation of old houses, local renovation of kitchens and bathrooms, and aging renovation of families, and promote smart home consumption, so as to ensure that the investment meets the policy requirements, give play to the leverage of financial funds, and effectively enhance local consumption capacity. This round of trade-in activities for consumer goods will end on December 31, 2024. If the subsidy funds are used up ahead of schedule, an announcement on the end of the policy will be issued in time; If it is not used up, the central and provincial funds will be recovered.

(3) Strengthen the cooperation between government, enterprises and banks. All localities should support enterprises with different ownership and different registered places to participate in the trade-in work in accordance with the requirements of building a unified national market. All localities should give full play to the role of associations and chambers of commerce, and actively organize enterprises to jointly carry out a series of activities such as "Yuehuan yue life" consumer goods trade-in into neighborhoods, business districts and villages. Encourage financial institutions to optimize consumer financial products and services, increase the intensity of benefiting the people, and help consumer goods to trade in old ones through full reduction and installment. Give full play to the advantages of e-commerce platform, promote online and offline integration, support the opening of online trade-in zones, guide enterprises such as production, sales and recycling to carry out preferential activities, and fully amplify policy effects.

In the process of implementation, if a commodity is applicable to a number of consumer goods trade-in policies, consumers can enjoy it from a high level without repeating the preferential policies. All localities should strengthen market supervision, smooth complaint channels, crack down on counterfeiting, price fraud, illegal renovation, shoddy and other acts according to law, implement the whole process supervision of trade-in activities of consumer goods, and severely crack down on the acts of making up and cheating to ensure the smooth and orderly activities.

This action plan shall be implemented as of the date of promulgation of the provincial plan. In case of any inconsistency between Shaoxing Action Plan for Promoting Trade-in of Consumer Goods (Shao Shang Lian Fa [2024] No.3) and this action plan, this action plan shall prevail.

Developing cross-border e-commerce to stimulate foreign trade momentum

Overseas food, beauty products and health care products "fly" into the homes of China people, and Chinese-made clothing, shoes, hats and daily necessities reach the whole world … In recent years, cross-border e-commerce has developed rapidly with the advantages of online trading, non-contact delivery and short trading chain. According to the latest statistics, in the first half of 2024, China’s cross-border e-commerce import and export was 1.22 trillion yuan, up 10.5% year-on-year, and the growth rate was 4.4 percentage points higher than that of China’s foreign trade in the same period. The number of cross-border e-commerce and cross-border mail express parcels supervised by the customs every year reaches more than 7 billion, with an average of about 20 million pieces per day. From 1.06 trillion yuan in 2018 to 2.38 trillion yuan in 2023, the import and export of cross-border e-commerce in China has increased by 1.2 times in five years. The overall scale of cross-border e-commerce, from small to large, from large to excellent, has become a vital force in China’s foreign trade development and a new bright spot in the global economic and trade field.

As a new foreign trade format and model driven by scientific and technological innovation, cross-border e-commerce has a new business concept, strong technical support and quick response, which has played a powerful role in promoting the growth of China’s foreign trade. The innovative allocation of production factors by cross-border e-commerce is also in line with the characteristics and requirements of the development of new quality productivity. In recent years, China attaches great importance to the development of cross-border e-commerce. Since it was first mentioned in the Government Work Report in 2014, cross-border e-commerce has always been one of the key tasks of governments at all levels. The Central Economic Work Conference in 2023 clearly pointed out that it is necessary to speed up the cultivation of new kinetic energy of foreign trade, consolidate the basic disk of foreign trade and foreign capital, and expand intermediate trade, service trade, digital trade and cross-border e-commerce export. The issuance of documents such as Opinions on Expanding Cross-border E-commerce Exports and Promoting the Construction of Overseas Warehouses, and Announcement on Tax Policies for Goods Returned for Export in cross-border electronic commerce also provided strong policy support for promoting the development of cross-border e-commerce. In practice, cross-border e-commerce related initiatives have been promoted. In 2015, the State Council established a comprehensive cross-border e-commerce pilot zone for the first time. After six expansions, 165 comprehensive cross-border e-commerce pilot zones were established, achieving full coverage in 31 provinces, autonomous regions and municipalities. The system of cross-border e-commerce transactions, payment, logistics, customs clearance, tax refund and foreign exchange settlement has been accelerated, and technical standards, business processes, supervision models and information construction have been continuously improved. All powerful measures jointly promote cross-border e-commerce to go into battle lightly and flourish.

As a transnational transaction, trade needs to be carried out by enterprises as the main body. At present, there are 645,000 foreign trade enterprises with import and export performance in China. According to preliminary statistics, there are more than 120,000 cross-border e-commerce entities nationwide, and the rapid growth of e-commerce entities has laid a solid foundation for the development of cross-border e-commerce. Cost is the key to enhance international competitiveness, and promoting the development of cross-border e-commerce agglomeration with industrial parks is an effective way to reduce trade costs. There are more than 1,000 cross-border e-commerce industrial parks in China. Cross-border e-commerce entities gather in the parks, and the supporting facilities of upstream and downstream producer services are constantly improved, further reducing the industry cost. In the logistics and distribution, cross-border e-commerce enterprises build competitive advantages through different modes such as direct mail cross-border special lines and overseas warehouses. At present, there are more than 2,500 overseas warehouses with a total area of more than 30 million square meters. In terms of business model, the innovative custody model of cross-border e-commerce has greatly reduced the professional restrictions and international trade thresholds, giving domestic small and medium-sized enterprises and supply chain factories the opportunity to join the tide of going to sea. In marketing and management, cross-border e-commerce enterprises take advantage of data and algorithms to promote marketing and management from extensive to fine, and build the advantages of cross-border e-commerce supply chain with high cost performance, efficient production and rapid supply. The growth of business entities, the construction of cross-border e-commerce industrial parks, the construction of overseas warehouses and the refinement of management have built a comprehensive competitive advantage for cross-border e-commerce in China and provided strong support for the high-quality development of the industry.

Cross-border e-commerce is a promising track. With the help of policies and technology, China’s cross-border e-commerce has accelerated, and there is still great potential to be tapped in the future market, and there is a broad space to expand.

In the next step, we should continue to vigorously cultivate cross-border e-commerce business entities, promote the integration and development of cross-border e-commerce and industry, and create a cross-border e-commerce empowerment industrial belt. Accelerate the brand building of cross-border e-commerce enterprises, support enterprises to "borrow from the sea" and enhance the technical content and added value of trade. Increase financial support, smooth financing channels for cross-border e-commerce enterprises, optimize cross-border fund settlement services, develop supply chain finance in compliance with laws and regulations, strengthen financial guarantee for cross-border e-commerce and reduce operating costs. At the same time, optimize cross-border e-commerce export supervision, promote and standardize cross-border data flow, and improve cross-border data management and service level.
