On April 11th, Tianjin issued the Notice on Issues Concerning the Purchase of the First Housing and the Withdrawal of Housing Provident Fund from Affordable Housing. According to this document, if an employee buys the first set of housing and affordable housing in Tianjin, not only the employee himself and his spouse, but also the parents of the employee and his spouse can apply for withdrawal of the housing provident fund.
In the interpretation, Tianjin Housing Provident Fund Management Center pointed out that the background of this policy is because the Notice on Issues Related to the Purchase of the First Housing and the Withdrawal of Housing Provident Fund from Affordable Housing will expire on April 30th, and in order to support employees to purchase basic housing, the Notice on Issues Related to the Purchase of the First Housing and the Withdrawal of Housing Provident Fund from Affordable Housing is now reissued.
This time, the Notice is reissued to support young workers to buy the first set of housing and affordable housing. Parents of employees and spouses have a certain balance in their housing provident fund accounts, and parents can support their children to buy houses by withdrawing housing provident fund to help young workers solve basic housing problems.
It is reported that the "Notice" is reissued after the policy expires, and the policy content remains unchanged. The Notice shall come into force on May 1, 2022 and shall be valid for 5 years.
In terms of withdrawal method and amount, the Notice stipulates that:
First, if an employee purchases a house without using a housing loan, one of the buyers, his spouse and both parents can withdraw the housing provident fund in one lump sum for the house payment that has been paid in full. The withdrawal amount shall not exceed the amount of housing accumulation fund before the month when the purchase contract or agreement is signed (including the month), and the total amount shall not exceed the purchase price. Among them, the purchase of directional resettlement affordable housing does not exceed the amount of the purchased housing price after deducting the housing compensation.
Second, if employees use personal housing loans from commercial banks to purchase houses, one of the borrowers, his spouse and both parents can withdraw the housing provident fund in one lump sum for the down payment. The withdrawal amount shall not exceed the amount of housing accumulation fund before the month when the house purchase contract or agreement is signed (including the month), and the total amount shall not exceed the down payment of the house purchase. Among them, the purchase of directional resettlement affordable housing shall not exceed the amount after the down payment is deducted from the housing compensation. During the repayment of the loan principal and interest, the borrower and spouse can withdraw the housing provident fund in accordance with the relevant regulations of Tianjin.
Third, if employees use personal housing provident fund (portfolio) loans to buy houses, the parents of both borrowers and spouses can withdraw the housing provident fund in one lump sum for the down payment. The withdrawal amount shall not exceed the amount of housing accumulation fund before the month when the house purchase contract or agreement is signed (including the month), and the total amount shall not exceed the down payment of the house purchase. Among them, the purchase of directional resettlement affordable housing shall not exceed the amount after the down payment is deducted from the housing compensation. During the repayment of the loan principal and interest, the borrower and spouse can withdraw the housing provident fund in accordance with the relevant regulations of Tianjin.
