I. General situation

We will implement the requirements of Articles 19 and 20 of the Regulations on the Openness of Government Information, strengthen the construction of government information disclosure columns in a normal way, and update the active disclosure information in a timely manner. Sort out and integrate all kinds of government information on the website, and further concentrate the municipal government bulletin, statistical data, procurement and purchase services on the topic of "open government affairs" for public access and retrieval. The policy and service documents that are voluntarily disclosed are released through the website and official new media at the first time to ensure that the relevant policies and medical and health service information directly reach the public.
(two) do a good job of epidemic prevention and control information release. Timely maintain and update the column of "Prevention and Control Information of COVID-19 in Beijing" in official website, and release the information of the epidemic situation in the capital on time every day to protect the public’s right to know; Timely release relevant policy documents to serve the overall situation of epidemic prevention and control in the capital; According to real-time hotspots, timely push authoritative information such as vaccination, accurate prevention and control, and protection management, compile and update 51 prevention and control guidelines, and compile and distribute more than 7,000 popular science information.
(3) Make decision-making public. We will continue to adhere to the system of pre-publication of major policy documents before they are issued, and extensively solicit public opinions on four important draft documents, including "Management Standard for Outpatient Appointment of Medical Institutions in Beijing (Draft for Comment)" through the columns of "Solicitation of Opinions" and "Notice Announcement" on the website, and timely summarize and publicly collect feedback.
(4) Do a good job in policy interpretation in a timely manner. Combined with the annual key work of our Committee, we will make policy interpretation and publicity on key documents such as the construction of research wards, the reform of birth registration system, the adjustment of the standard of family planning special assistance funds and the construction standard of community health service institutions, and make them online simultaneously and make them relevant, so as to facilitate the public to obtain and master them. According to the arrangement and progress of major projects and key work of the Committee, policies, publicity policies and promotion experiences are released through media communication meetings, press conferences, media interviews and other ways around key contents such as smart medical care, maternal and child health, patriotic health campaign, aging work, nursery services, functional relief, construction of two districts and primary health care. Participate in or organize 159 press conferences, 15 media communication meetings, 35 media interviews and 30 press releases throughout the year.
(5) Standardize and make it public upon application. Ensure that the channels for accepting letters, networks and faxes are smooth; Designate a special person to be responsible for face-to-face application acceptance, answer people’s inquiries face-to-face, listen patiently and help solve people’s demands, and fill out the application form for 8 people on behalf of applicants with difficulties. In the whole year, 303 applications for government information disclosure were accepted, which was the highest in the history of our Committee; 260 pieces have been answered, 21 pieces have been voluntarily revoked by the applicant through communication, and the remaining 22 pieces are being processed according to the time limit, and there are no problems such as overdue and unanswered.
(six) to strengthen the organization and leadership of government information disclosure and capacity building. Adhere to the administration according to law, and make the disclosure of government information according to law an important part of the construction of a government ruled by law. The main leaders are directly in charge, and the members of the leadership team are entrusted to supervise the implementation of the business areas in charge. The government information disclosure work is effectively embedded in the whole process of business work, and the disclosure requirements are fully implemented in all aspects of policy research, introduction and implementation. Continue to strengthen the construction of government information disclosure platform, optimize and improve the content structure of official websites, WeChat WeChat official account and Weibo. Make the disclosure of government information an important part of the performance appraisal within the commission, and promote the improvement of the ability of government information disclosure.
