Xinhua News Agency, United Nations, October 31-China’s Deputy Permanent Representative to the United Nations, Geng Shuang, made a speech at the Security Council’s consideration of Ukrainian humanitarian issues on October 31, calling on the parties to the conflict to spare no effort to protect civilians and civilian infrastructure.
Geng Shuang said that the Ukrainian crisis is still dragging on, with millions of people displaced and the humanitarian situation worrying. There is no winner in war conflicts, and it will only bring suffering to innocent people. The escalating war has caused the destruction of important civil infrastructure in many conflict areas, and the supply of water, electricity and heating is facing a shortage. With another winter coming, the local people will experience the double challenges of war and cold. China is deeply saddened and worried about this.
Geng Shuang said: China once again calls on the parties to the conflict to strictly abide by international humanitarian law, follow the principles of necessity, distinction and symmetry, and spare no effort to protect the safety of civilians and civilian infrastructure. The international community and humanitarian agencies should increase their humanitarian assistance to the people affected by the crisis, promote the restoration of civil infrastructure and help the people affected by the crisis tide over the difficulties.
Geng Shuang pointed out that the Ukrainian crisis has affected global food, energy and financial security, dragged down the implementation of the 2030 sustainable development agenda, and impacted the world economic recovery and global development, with developing countries bearing the brunt. China calls on relevant countries to lift unilateral sanctions and long-arm jurisdiction measures, maintain the security and stability of the global industrial chain supply chain, minimize the negative spillover effect of the Ukrainian crisis and reduce the negative impact of the crisis on ordinary people in various countries.
Geng Shuang said that on the Ukrainian issue, China has always called for a cease-fire as soon as possible, has always been committed to promoting peace and talks, and always hopes that the crisis will be resolved politically at an early date. China urges relevant parties to actively respond to the international community’s call for peace, strengthen contacts, build consensus and gradually create conditions for the resumption of peace talks as soon as possible. Countries with important influence should play a constructive role, do not aggravate confrontation, intensify contradictions and prolong the war, and create a favorable environment for peace. China will continue to stand on the side of peace, stand on the side of dialogue, maintain contact and communication with relevant parties, and make efforts to solve the Ukrainian crisis politically and restore peace and stability in Europe.
