On April 19, 2016, General Secretary of the Supreme Leader delivered an important speech at the symposium on network security and informatization, and put forward a series of important conclusions around "network security and informatization", which pointed out the direction for promoting the construction of a network power and promoting the development of network information. On the occasion of the first anniversary of the "April 19th" speech, China Netcom reporter interviewed Ma Huateng, Chairman and CEO of Tencent, and discussed in depth the latest research achievements and development trends in the field of online information and how Internet companies can promote the all-round development of online information work.
????China Net Letter Network: What achievements do you think Internet companies have made in implementing new development concepts and promoting the development of net letter business since the forum on net letter work was held one year ago? What key work has Tencent done in the field of network information? What valuable experience have you accumulated?
????Ma Huateng:At last year’s forum on Internet information work, General Secretary of the Supreme Leader’s speech on the Internet information industry pointed out the direction for the development of Internet enterprises in China. As front-line workers in China’s Internet industry, we are encouraged and excited.
By the end of last year, the number of netizens in China had exceeded 700 million, and the Internet has increasingly become a new space for China people to study, work and live, and a new platform for obtaining public services. The "internet plus" Action Plan is accelerating the cross-border integration of the Internet industry and traditional industries, promoting the informationization and digitalization of various production and consumption activities, and promoting the emergence of new formats in which representatives such as Didi and mobike share the economy. With the development of digital economy, emerging technologies such as the Internet have increasingly become new kinetic energy for economic development, and the proportion of digital economy in China’s GDP has been rising.
In the past two years, Tencent has been advocating and practicing the "internet plus", using Tencent’s connectivity to improve the level of public services and drive the whole society to innovate and start businesses. Since last year, we have begun to think more deeply about how the Internet industry can stimulate the new kinetic energy of the digital economy and promote social governance and the strategy of strengthening the country through the network after "+"integration with all walks of life.
????China Netcom: General Secretary of the Supreme Leader pointed out that enterprises should be encouraged and supported to become R&D subjects, innovation subjects and industrial subjects, to deploy cutting-edge technologies, to promote independent innovation of core technologies, to create and seize more opportunities, to participate in international competition and to expand overseas development space. What has Tencent done in these areas? What are your plans for the future?
????Ma Huateng:The innovation ability of Internet enterprises’ core technology is the core support and main symbol of participating in international competition as a world Internet enterprise. We feel more and more that only through technological progress can enterprises maintain the commanding heights in strategy. Tencent has always regarded scientific and technological innovation as the lifeline of development. In the future, we will increase investment in scientific research.
General Secretary of the Supreme Leader emphasized at last year’s symposium on network information work that the core technology of the Internet is our biggest "life gate", encouraging and supporting enterprises to lay out cutting-edge technologies. Tencent is actively responding to the call of the central government, striving to change from a product-oriented company to a technology-oriented company, facing the forefront of world science and technology, and trying to make new major breakthroughs in core technologies.
????China Netcom: Over the past year, China has made great achievements in network information technology and network security. What should an Internet enterprise do? How to break through in the next step?
????Ma Huateng:Network security is an important cornerstone of the benign development of the Internet. While taking out resources to build the upstream and downstream of the industrial chain, Tencent attaches great importance to actively purifying the industrial environment through security capabilities to maximize corporate social responsibility and user value.
Tencent has an information security team with excellent technology and style. Together with the company’s key platforms, they improve their technical countermeasures, prevent and dispose of illegal information, and assist relevant parties in cracking down on the black industrial chain of the network.
Tencent launched the "Guardian Program" and established the "Tencent Anti-fraud Joint Laboratory" in the fight against telecommunication network fraud and illegal production. Relying on modern network security technology and big data capabilities, the "Plan" has formed a "Tencent model" against information fraud, with technical confrontation as the first priority, industry joint defense and education and publicity as the normal state.
In the future, Tencent will not only continue to open up its capabilities, but also increase investment in technology and research, actively undertake corporate social responsibility, and work with government agencies and social forces to promote the process of "co-governance model".
????China Netcom: The number of netizens in China has exceeded 700 million, and the management of cyberspace order is very important and complicated. What main responsibilities do you think enterprises should bear in maintaining cyberspace order? What role does it play?
????Ma Huateng:Healthy and orderly cyberspace is the guarantee for the development of Internet enterprises, and the maintenance of cyberspace order is the main responsibility that Internet enterprises should actively undertake. Tencent has also done a series of work in this regard.
In terms of the order of information sharing, Tencent has promoted the project of network benefiting the people and network precision poverty alleviation through the practices of "internet plus City Service" and "internet plus Village", helping the government to narrow the digital divide, improve the service level of people’s livelihood, and realize the digitalization of people’s livelihood services and the equalization of urban and rural services.
In terms of spreading the order of positive energy, Tencent.com has been committed to the construction of positive energy content and platforms, such as the brand column "A Day for Chinese People" of Tencent.com, and the construction of a "more authentic" online news rumor platform.
In terms of civilized and harmonious order, Tencent takes strengthening the system construction of minors’ healthy internet access as its key work. Among them, in fulfilling the guardianship responsibility for minors, Tencent launched the "tencent games Growth Guardian Platform", which passed the real-name authentication and bound information synchronization mechanisms such as minor game accounts, real-time reminders of children’s login games and consumption, consumption limits, and game time reminders.
In terms of maintaining a safe order, Tencent has always resolutely opposed any form of cyber attacks, and hopes to deepen exchanges and cooperation with other Internet companies in terms of cyber security, cyber counter-terrorism and personal privacy protection, and jointly build a bottom line for cyber security.
????China Netcom: At present, China is rich in Internet and information technology talents, but the brain drain phenomenon is also serious. What specific measures and experiences does Tencent have in attracting talents, cultivating talents and retaining talents?
????Ma Huateng:Since its establishment, Tencent has always regarded talents as the company’s most valuable asset. Our management philosophy is to provide employees with a good working environment and incentive mechanism, improve the employee training system and career development channels, and make employees and enterprises grow synchronously; At the same time, enterprises fully respect and trust employees, and constantly guide and encourage employees so that they can get the joy of achievement.
Tencent attaches great importance to the introduction of senior talents, and about 40% of the new senior talents are introduced from outside. The company is actively trying to create a better development environment for senior talents from the aspects of new people’s integration, training and development, and salary and welfare treatment.
????China Netcom: General Secretary of the Supreme Leader pointed out that only caring wealth is truly meaningful wealth, and only enterprises that actively undertake social responsibilities are the most competitive and vital enterprises. Excuse me, what has Tencent done to repay the society and benefit the people while developing itself?
????Ma Huateng:As a national Internet enterprise, Tencent has been actively responding to the call of the central authorities, taking on corporate social responsibility, striving to improve the quality of life of the public and promote social progress and development by building a healthy and orderly Internet ecosystem, innovating technologies and platforms, and using Internet services. Mainly reflected in the following three aspects.
One is to empower people with Tencent’s connectivity and create a shared social and natural ecology. For example, Tencent’s "Penguin Love the Earth" campaign is an activity aimed at reducing illegal wildlife trading information on online social media platforms, purifying the network and protecting wildlife.
The second is to be user-oriented, take responsibility for safety and build a safe ecology. With WeChat and QQ becoming the basic tools of national communication, we feel more and more that Tencent should also pay attention to many issues related to people’s livelihood and safety besides doing our own products and enterprises well.
The third is to promote the innovation of network public welfare platform with science and technology. Since 2007, Tencent has launched a charity foundation, which invests 1%-2% of the company’s profits in public welfare every year. In addition, Tencent has also built an Internet public welfare platform. At present, more than 4,000 public welfare organizations have settled in Tencent’s public welfare platform, initiated and launched more than 20,000 public welfare projects, gathered more than 90 million donations from netizens, and raised more than 1.6 billion yuan for public welfare organizations.
