Marxism has provided a powerful ideological weapon for China’s revolution, construction and reform. At the same time, the proposition of China Marxism has been advancing with the times. As the practice of Marxism in China in specific scientific, the concept of community of human destiny is an innovation in adhering to Marxism in China.

1. The deep cultural connotation of the concept of community of human destiny.

The concept of the community of human destiny is extremely rich in connotation, and its core is to build a world of lasting peace, universal security, common prosperity, openness, tolerance, cleanliness and beauty as pointed out in the report of the 19th National Congress of the Communist Party of China. Accordingly, we need to interpret its deep connotation from five aspects: politics, security, economy, culture and ecology. What needs to be clear is that these five levels are not separated from each other, but permeated with each other, and their relationship is like an intertwined five rings, blending with each other in connotation (Figure 1).

The second is the balanced development and cultivation of universal benefits. For the progress of human civilization, development is the first priority. For development, the balanced distribution of social resources and the balanced production of social wealth are the key to solving social poverty. The pursuit of balanced development and self-cultivation of universal benefits embodies the way of governing the country and ensuring peace in China culture of "not suffering from poverty but suffering from inequality".

1.4 Cultural level

One is the philosophical wisdom of harmony but difference. Philosophy is the culture of thought. As a cultural representation, the concept of the community of human destiny also contains the philosophical wisdom contained in this culture. 2. The way to keep the concept of the community of human destiny right: the historical foundation

The concept of community of human destiny is the persistence and inheritance of Marxist thought. This kind of rightness ensures its profound historical foundation.

2.1 adhere to the people-centered "people-oriented" orthodoxy

Marxism is an idea of seeking liberation for mankind. In the Economic Manuscripts of 1857-1858, Marx proposed that in the new social system in the future, production will aim at making all people rich. 2.5 adhere to the "symbiotic" orthodoxy of the relationship between man and nature.

Thinkers at all times and in all countries have expressed different ideas about the community, and their understanding of it has gradually developed from primitive clans and tribes to nations and countries, and then to a higher-level community of human destiny. The Marxist thought of "the association of free men" contains the community spirit that transcends ethnic boundaries. The concept of the community of human destiny is not only a adherence to the China-oriented orthodoxy of Marxism, but also a reflection of China’s in-depth investigation of the times and the world, and a new theory and practice put forward to keep up with the new situation and new requirements. This kind of innovation has cast its distinctive characteristics of the times.

3.1 reflects the adaptation to the law of global social development.

Nowadays, the pace of globalization is steady and far-reaching. However, the world still faces many challenges and uncertainties. On the one hand, the international political situation is unstable, and a separatist and nationalist tendency has begun to spread, and some countries have added obstacles to international cooperation and development because of their "fragmented"; On the other hand, challenges such as terrorism, financial turmoil, environmental crisis, regional conflicts, poverty and diseases remain unabated, and local problems may turn into global challenges at any time. As a node in the community of human destiny, the country’s activities not only reflect the requirements of the times, but also affect international concern. Facing the requirements of the times, the increasingly prosperous China needs to play a better role on the world stage; Faced with international concerns, the growing China needs to answer a series of important questions, such as "what road to take in the future and what impact it will bring to the international community". The concept of the community of human destiny is not only the wisdom and scheme contributed by China in response to the requirements of the times, but also the responsibility and responsibility of China in the face of international concerns.

3.3 reflects China’s active participation in global governance.

Nowadays, the world is facing severe challenges. No government, enterprise or individual can cope with them alone, and many problems cannot be solved in isolation. It is necessary to formulate a "systematic plan". Focusing on the five levels of the connotation of the community of human destiny, the Chairman of the Supreme Leader put forward the "five persistences" of building a "community of human destiny", which is a set of "systematic programs" for global governance. It embodies the systematic view of dialectical coordination between the local and the whole, and requires grasping the relationships among all parts and aspects in the system.

According to the Marxist view of news communication, human information communication activities are a spiritual communication process of emotion, value and thought, and "communication" becomes the philosophical logic of information communication. For a long time, mass media has made communication have some top-down "elite" characteristics, and the importance of interpersonal communication based on interpersonal communication has not been highlighted. At the same time, the western media has dominated the international news information order for a long time, which also makes the international discourse system under the leadership of the news concept with the critical supervision as the guidance and the conflicting framework as the narrative mode, and holds the binary opposition thinking of other news concepts. With the continuous empowerment of social media, the public’s subjectivity has returned, and the international community is welcoming an era of public communication. Under this trend, the traditional western news concept can no longer adapt to the overall construction of the international discourse system. At present, the rise of constructive news oriented to problem solving and negotiation dialogue is an innovation under this trend. The idea of "community of human destiny" that pursues the consensus of multiple voices provides a perspective for thinking about how to meet an era of public communication, and also provides a path for shaping the international discourse system, and promotes the global information exchange from "self-awareness" to "community awareness" and from "self-talk" to "community dialogue".

The community of human destiny stands at the origin of the coordinate axis of Marxism in China (Figure 2), ensuring the coexistence of historical roots and characteristics of the times with integrity and innovation, which is also the basis for it to stand the test and maintain its vitality forever.

China Mainland cracked down on foreign garbage. What about the recycling industry in Hong Kong?

[Observer Network Comprehensive Report] This month, China officially launched a new law prohibiting the import of "foreign garbage", which caught the west off guard. All parts of the world are facing the threat of "waste siege" and can no longer transport untreated garbage to China at will. Hong Kong’s recycling industry is also deeply affected by this ban. According to the BBC Chinese website today (4th), with the crackdown on "foreign garbage" in China, Hong Kong must find a way out of reform, on the one hand, turning waste into products, on the other hand, opening up the Southeast Asian market.

According to the report, Hong Kong used to be a transit point for transporting wastes from many countries to the mainland. In the past, it used to transport recycled wastes to the mainland to make money by "left hand and right hand". According to the figures of Hong Kong Environmental Protection Department, up to 97% of the 1.91 million tons of municipal solid waste recovered in Hong Kong in 2016 were exported to places outside Hong Kong before being processed and recycled.

The BBC Chinese website said that China’s policy of banning "foreign garbage" may continue to intensify, and the Hong Kong government’s support is insufficient, so the industry reform is full of risks. To this end, the article puts forward two ways to reform.

One is to treat the waste by ourselves, make the recycled waste into more valuable finished products and sell them in the form of goods all over the world, including the mainland of China..

Take Hankang Group as an example. Its parent company is in Shenzhen. In recent years, it has been engaged in renewable resources business in Hong Kong. Lin Shaohua, chairman of the group, told BBC Chinese website that in response to the ban, his company invested 50 million Hong Kong dollars (about 41.57 million yuan) to add new machines, venues and compression trucks to "productize" the waste. Different from the previous mode of recycling garbage, these machines can classify different plastics and make different products, and it is said that they can handle 100 to 200 tons of waste every day.

He said that the recycling industry is facing the transition period of the industry, and the operating costs of manpower and transportation continue to rise, while the prospects of product prices and sales channels are unclear, and investment is full of risks for the whole industry. At the same time, products should not only meet the requirements of China government, but also meet the requirements of the European Union, Southeast Asia and other regions, so as to enhance the competitiveness of products in the market.

However, Liu Zhifeng, director-general of Green Earth, a Hong Kong environmental protection group, said that since China announced its policy of banning "foreign garbage" in July last year, many recyclers have not had enough time to acquire new machines for transformation. Therefore, in the short term, some recyclers are trying the second way out:Open up the Southeast Asian market.

According to the report, however, as recyclers all over the world are looking for buyers, the markets in Southeast Asian countries are not big enough to accommodate China’s "foreign garbage". In addition, the transportation cost has also increased from more than 60 Hong Kong dollars per ton shipped to the mainland to more than 300 yuan shipped to Southeast Asian countries, and the profit will be significantly reduced.

At the same time, Liu Zhifeng also believes that in the long run, Hong Kong’s recycling industry needs to transform from just collecting waste to manufacturing saleable products. However, the price of such machines is millions, which is very expensive for SMEs.

Existing disadvantages of recycling industry in Hong Kong

Apart from the challenges brought by the policy changes in China, there are still some long-standing drawbacks in the recycling industry. The BBC Chinese website quoted Liu Zhifeng as saying that Hong Kong only concentrated on recycling "three kinds of paper and two kinds of plastic"-paper, newspapers, office paper and drinks, and waste plastic bottles for personal care products. This selective recycling is a "retrogression" of the policy.

Liu Zhifeng also said that one of the reasons why waste was discarded was that citizens did not wash the classified waste properly, and recyclers could not collect these useful wastes. "These waste rubbers are not recyclable. As long as a few processes are added, Southeast Asia can export them. Don’t limit the money that the recycling industry could have earned." The way out for garbage in Hong Kong in 2016 is from the Hong Kong Environmental Protection Agency.

In addition, Huang Yinghan, vice president of the Hong Kong Waste Plastics Association, believes that Hong Kong recyclers cannot collect enough waste plastics locally, and the recycling work is very backward. According to the information of Hong Kong Environmental Protection Bureau, in 2016, more than 770,000 tons of plastics were discarded in landfills, while only 125,000 tons were recovered.

Huang Yinghao said that the quality of recycled plastics and how to classify them are also problems. He said that after China cracked down on illegal and inferior garbage imports (also known as Hedge Action) in 2013, many private companies collecting waste plastics had already closed down. At present, non-governmental organizations mainly recycle waste plastics. However, these organizations and recyclers are not equipped with machines, and it is very expensive to rely on manual sorting, so they only import sorted waste from overseas and then process it into products for export.

Both Huang Yinghao and Liu Zhifeng believe that it is more convenient and cheaper to put waste into landfills than to separate and recycle waste in Hong Kong. Reports from local villagers range from verbal warnings to suffering from skin and flesh. When they talk to reporters, they must worry about retaliation. After repeated media exposure, environmental protection special inspectors, pollution has become increasingly serious. There are too many reasons to answer and too many questions to explain.

  Polluting enterprises should be investigated and punished, and the umbrella behind them should be destroyed. At present, the Ministry of Ecology and Environment has cooperated with the Shanxi Provincial Government to supervise the environmental violations of Sanwei Group, and the local authorities have also formed a joint investigation team.We will be interesting to see who makes the people dare to speak out, who makes the central government’s policies unable to be implemented here, and who makes the national laws unable to be implemented here.

According to the data such as the duration of the ship’s stay and the type of goods, the berth can be allocated reasonably, and the storage yard for loading and unloading can be analyzed, even to the exact location. This alone is equivalent to saving a berth with a cost of 1 billion for Zhoushan Meishan Port every two years.
